RAI - Point Beach, Units 1 and 2 - LAR for TS change regarding risk-informed justifications for the relocation of specific surveillance frequency reguirements to a licensee controlled program - MF4379/80 By letter dated July 3, 2014, and as supplemented by letter dated December 8, 2014,(Agencywide Documents Access and Management System (ADAMS) Accession Nos.ML14190A267 and ML14342A416 respectively),

NextEra Energy, LLC, (the Licensee) submitted a License Amendment Request (LAR) for Point Beach Nuclear Plant (PBNP), Units 1 and 2. The proposed LAR requests modifications to the PBNP Technical Specifications (TS) by relocating specific surveillance frequencies to a licensee-controlled program with implementation of Nuclear Energy Institute (NEI) 04-10, Risk Informed Technical Specification Initiative 5b, Risk Informed Method for Control of Surveillance Frequencies, ADAMS Accession No. ML071360456). The licensee also states that the changes are consistent with U.S. Nuclear Regulatory Commission (NRC) approved Technical Specification Task Force (TSTF) Standard Technical Specifications (STS) change TSTF-425, Relocate Surveillance Frequencies to Licensee Control - Risk Informed Technical Specifications Task Force (RITSTF)

Initiative 5b, Revision 3, (ADAMS Accession No. ML090850642).

The U.S. Nuclear Regulatory Commissions regulatory requirements related to the content of the Technical Specifications are contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 50.36. During the staffs review of the change to ensure that the change is in accordance with 10 CFR 50.36 the staff uses NRC NUREG-0800, Standard Review Plan, Chapter 16, Technical Specifications, as guidance. According to this guidance, the language in the proposed TS changes must be the same or equivalent to that in the current TS unless there is adequate technical or administrative reasoning supporting the change. Additionally, when a licensee proposes to adopt an NRC approved STS change, the language in the proposed change must be the same or equivalent to the NRC approved change.

RAI #1 Proposed TS 5.5.19 part c invokes provisions of surveillance requirements (SR) 4.0.2 and 4.0.3. These requirements cannot be located in the licensees current TS. Please explain what SRs are being referred to.
