Dear Mr. Millen:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated July 3, 2014 (Agencywide Documents Access and Management System Accession No. ML14190A267), NextEra Energy Point Beach, LLC (NextEra) submitted a license amendment request (LAR) for the Point Beach Nuclear Plant (Point Beach), Units 1 and 2, to modify the Point Beach technical specifications by relocating specific surveillance frequencies to a licensee-controlled program with implantation of Nuclear Energy Institute (NEI) 04-10, Risk-Informed Technical Specification Initiative 5b, Risk Informed Method for Control of Surveillance Frequencies. NextEra states that the proposed changes are consistent with NRC-approved Technical Specifications Task Force Traveler (TSTF)-425, Relocate Surveillance Frequencies to Licensee-Control - Risk Informed Technical Specifications Task Force (RITSTF) Initiative 5b, Revision 3.

The purpose of this e-mail is to provide the final results of the NRC staffs acceptance review of this request.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed change. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff in the PRA Licensing Branch and Technical Specifications Branch of the Office of Nuclear Reactor Regulation has reviewed your application and concluded that there appears to be sufficient technical information, both in scope and depth, to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the LAR in terms of regulatory requirements and the protection of public health and safety and the environment.

If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
