NUCLEAR PLANT NO. 2 OPERATING LICENSE NPF-21, REQUEST FOR AMENDMENT TO TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENT 4.6.1.7 In accordance with the Code of Federal Regulations (CFR), Title 10, Parts 50.90 and 2. 101, the Supply System hereby requests an amendment to the Technical Specifications. Specifically, the Supply System is requesting a change to Surveillance Requirement 4.6. 1.7 (pg. 3/4 6-10, attached) which will provide a written description of the location(s) of the thermocouples (T/C's) used to determine the drywell average air temperature in lieu of the specific elevations/azimuths now contained in the Technical Specifica-tions.

This change is being requested in order to provide the plant with some flexibility in actual detector (T/C) location for surveillance purposes, while still maintaining the original concept. This change will actually provide an improved temperature profile due to the elimination of the annulus temperature intrusion into the average.

The Supply System has reviewed this change per 10 CFR 50.59 and determined that no unreviewed safety questions will result from this amendment.

The Supply System has reviewed this change per 10 CFR 50.92 and determined that it does not:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated because this change represents a modification to the configuration of the detectors, not a change in their design; or l

2) Create the possibility of a new or different kind of accident than previously evaluated because these devices are passive, providing no direct mitigation of an accident. Therefore, they could not create the potential for a different type of accident than previously identified in the FSAR; or
3) Involve a significant reduction in a margin of safety because the original intent of the LCO is being maintained. The actual sensors to be used for determining average air temperature is changing due to a design change to the drywell cooling system, while the number remains the same. The margin of safety is, therefore, also maintained.

The Supply System has evaluated this request in accordance with the criteria contained in 10 CFR 170.21, and has included a warrant for One hundred Fifty dollars ($ 150.00) as initial payment for this application for amendment under Facility Category A (Power Reactors).

In accordance with 10 CFR 50.91, the State of Washington has been provided a copy of this letter.

This Technical Specification change has been reviewed and approved by the WNP-2 Plant Operations Committee (POC) and the Supply System Corporate Nuclear Safety Review Board (CNSRB).

The Supply System would like to implement this change prior to startup following the H-3 outage, or as soon as practicable thereafter. Therefore, we request that a target date of July 1, 1985 be established for final NRC disposition.
