REQUEST FOR AMENDMENTTO TECHNICALSPECIFICATION 3/4.6.3, PRIMARY CONTAINMENTISOLATIONVALVES Reference 1 previously requested relocation of Table 3.6.3-1 to a plant procedure which would be controlled pursuant to the requirements of 10CFR50.59 and Technical Specification 6.8.1.

Renaming PI-EFC-X29d is an administrative change.

Excess flow check valves PI-EFCX-72f and PI-EFCX-73e willbe replaced with swing check valves to conform the plant to the analyzed design basis.

This replacement requires that the check valves be renamed.

Replacing the existing excess flow check valves with swing check valves represents a reduced risk to public health and safety.

Granting this request involves no adverse safety impact. Attachment 1 to this letter provides the requested change. provides additional information.

Approval of this amendment is required to support startup following the R-9 refueling outage; therefore, staff approval is requested by June 15, 1994.

Should you have any questions or desire additional information, please contact me or H.E. Kook at (509) 377-4278.
