2) Letter GO1-96-033/GO3-96-147 dated November 25, 1996, JV Parrish (Supply System) to NRC, "Supply System Nuclear Project No. 1, Update to Application for Renewal, Materials License 46-17964-02" In Reference 1 the Supply System requested an amendment to the WNP-2 Operating License to acknowledge the storage of byproduct, source, and special nuclear materials originating from the termination of the Supply System's other incomplete reactor plants (WNP-1 and WNP-3). This letter modifies the original amendment request (Reference 1) by providing additional information that describes the physical storage of these materials and requests a minor wording change to clarify the intent of the proposed new license section 2.B.(6).

The radioactive sources are currently stored in approved containers on the 487 foot elevation floor of the WNP-2 Radwaste Building between air filter units WEA-FU-1A and WEA-FU-1B.

The fission detector material is enclosed in sealed units and is stored in a controlled inventory warehouse adjacent to the WNP-2 Protected Area. Although the storage locations at WNP-2 may change in the future, the source and detector storage areas will continue to be designated as radioactive materials areas and barricaded with warning signs in accordance with the WNP-2 Radiation Protection Program. Additional details regarding the current control and storage of these materials is contained in Reference 2.

The Supply System's original amendment request (Reference 1) proposed the addition of a new paragraph (6) to section 2.B of the Operating License. This letter makes a minor modification to the wording of that paragraph to allow for the possession of less than the specified number of sources. This action accommodates the sale or disposal of these sources and avoids the administrative burden of having to repeatedly change the license to reflect the current inventory.

(6) Pursuant to the Act and 10 CFR Parts 30, 40, and 70, to store byproduct, source, and special nuclear materials not intended for use at WPPSS Nuclear Project No. 2. The materials shall be no more than 9 sealed neutron radiation sources designed for insertion into pressurized water reactors and no more than 40 sealed beta radiation sources designed for use in area radiation monitors. The total inventory shall not exceed 24 microcuries of strontium-90, 20 microcuries of uranium-235, 30 curies of plutonium-238, and 3 curies of americium-241.

The additional storage information and the minor wording changes contained in this letter do not change the previous no significant hazards determination, documented in Reference 1. The additional information and changes proposed in this letter have also been evaluated using the identification criteria for licensing and regulatory actions requiring an environmental assessment as specified in 10 CFR 51.21. The proposed license amendment, as modified by the information contained in this letter, continues to meet the eligibility criteria for a categorical exclusion as set, forth in 10 CFR 51.22. An environmental assessment of the proposed change is not required.

The proposed amendment to Operating License NPF-21, as modified by this letter, has been reviewed and approved by the WNP-2 Plant Operations Committee and the Supply System Corporate Nuclear Safety Review Board. The State of Washington has been provided with a copy of this letter in accordance with 10 CFR 50.91.

(3) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use at any time any byproduct, source and special nuclear material as sealed neutron sources for reactor startup, sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required; (4) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use in amounts as required any byproduct, source of special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; and (5) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of the facility.

(6) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to store byproduct, source and special nuclear materials not intended for use at WPPSS Nuclear Project No. 2. This license shall be deemed to contain and is subject to the conditions specified in the Commission's regulations set forth in 10 CFR Chapter I and is subject to all applicable provisions of the Act and to the rules, regulations, and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

Maximum Power Level The licensee is authorized to operate the facility at reactor core power levels not in excess of full power (3486 megawatts thermal).

Items in Attachment 1 shall be completed as specified. Attachment 1 is hereby incorporated into this license.

(2) Technical S ecifications and Environmental Protection Plan The Technical Specifications contained in Appendix A, as revised through Amendment and the Environmental Protection Plan contained in Appendix B, are hereby incorporated in the license.

The licensee shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

a. For Surveillance Requirements (SRs) not previously performed by existing SRs or other plant tests, the requirement will be considered met on the implementation date and the next required test will be at the interval specified in the Technical Specifications as revised in Amendment No. 149.

(3) Initial Test Pro ram Section 14 SER

  • The licensee shall conduct the initial test program (set forth in Section 14 of the licensee's Final Safety Analysis Report, as amended) without making any modifications of this program unless such modifications are in accordance with the provisions of 10 CFR Section 50.59. In addition, the'icensee shall not make any major to this program unless.modifications have, been 'odifications identified and have received prior NRC approval., Major modifications are defined as:

(a) Elimination of any test identified in Section 14 of the licensee's Final Safety Analysis Report, as amended, as being essential; (b) Modification of test objectives, methods or acceptance criteria for any test identified in Section 14 of the licensee's Final Safety Analysis Report, as amended, as being essential; (c) Performance of any ,test at a power level different from that described in the program; and (d) Failure to complete any tests included in the described program (planned or scheduled) for power levels up to the authorized power level.

(4) Seismic E ui ment uglification Section 3. 10 SSER P4 Prior to startup following the first refueling outage, the licensee shall complete seismic qualifications for all equipment approved by the NRC staff for interim operation.

(5) E ui ment uglification Sections 3. 10. 1 3. 11.3 SSER 84 Prior to exceeding five (5) percent of rated power, the licensee shall provide the staff for their review and approval:

(a) assurance that all equipment listed in Appendix 3B is either environmentally qualified or provide justification for interim operation.
