Letter GO2-95-265, dated December 8, 1995, JV Parrish (SS) to NRC, "Request For Amendment To Technical Specifications" In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, the Supply System hereby submits a request for amendment to the WNP-2 Technical Specifications.

As discussed in Attachment 1, the proposed amendment would revise Technical Specification Section 6.3, Unit Staff Qualifications, by changing the operations manager qualification requirements associated with operations knowledge. from meeting ANSI/ANS N18.1-1971 (holding a senior reactor operator's license at the time of appointment) to: 1) holding a senior reactor operator license at the time of appointment; 2) having held a senior reactor operator's license; or 3) having been certified for equivalent senior reactor operator knowledge. provides an annotated Technical Specification page reflecting the proposed change. provides a markup of the proposed "Improved" Technical Specifications for WNP-2 (see Reference above) page to reflect the change proposed by this amendment request. provides the Supply System's evaluation of the proposed change performed pursuant to the requirements of 10 CFR 50.92(c). It is requested that this proposed amendment be effective when issued.

REVISION TO UNIT STAFF QUALIFICATIONREQUIREMENTS The Supply System has concluded that the proposed change to the WNP-2 Technical Specifications does not involve a significant hazards consideration. In addition,'the proposed change does not create the potential for a significant change in the types or significant increase in the amounts of any effluents that may be released offsite, nor does the change involve a significant increase in individual or cumulative occupational radiation exposure. Accordingly, the proposed change meets the eligibility criteria for a categorical exclusion as set forth in 10 CFR 51.22(c)(10). Therefore, in accordance with 10 CFR 51.22(b), an environmental assessment of the change is not required, This Technical Specification amendment request has been reviewed and approved by the WNP-2 Plant Operations Committee and the Supply System Corporate Nuclear Safety Review Board.

The State of Washington has been provided a copy of this letter in accordance with 10 CFR 50.91.

ATTACHMENT 1 Proposed Change to Section 6.3.1 of the WNP-2 Technical Specifications Technical Specification 6.3.1 requires that "Each member of the unit staff shall meet or exceed the minimum qualifications of ANSI/ANS N18.1-1971 for comparable positions." ANSI/ANS N18.1-1971 lists several requirements for the operations manager. One requirement is "At the time of initial core loading or appointment to the active position the operations manager shall hold a Senior Reactor Operator's License." It is this requirement for which a change is proposed.

The proposed amendment is to revise Technical Specification 6.3.1 by adding an exception to ANSUANS N18.1-1971 for the operations manager. The proposed change would modify the ANSI/ANS operations manager qualification requirements associated with a senior reactor operator's license (holding a senior reactor operator's license at the time of appointment) to: 1) holding a senior reactor operator's license at the time of appointment; 2) having held a senior reactor operator's license; or 3) having been certified for equivalent senior reactor operator knowledge.

The purpose of requiring the operations manager to have a senior reactor operator's license at the time of appointment is to ensure that the individual filling this position has an adequate understanding of plant operations requirements to fulfillthe requirements of the position. The

. Supply System proposes an alternative method, certification of knowledge or having a past license, to ensure that the individual fillingthe operations manager position has an adequate level of knowledge. The basis for certification will be documented and maintained by the Supply System and will be available for NRC staff review.

The requirements of Technical Specification 6.2.2.f will continue to be met. That is:

The Shift Manager and Control Room Supervisors shall hold a senior reactor operator license. In addition, the Operations Manager or the Assistant Operations Manager shall hold a senior reactor operator license. The Reactor Operators shall hold either a senior reactor operator license or a reactor operator license.

In accordance with the above requirements, sufficient licensed reactor operators and senior reactor operators will be available to meet the requirements of 10 CFR 50.54(m)(2).

Additionally, either the operations manager or the assistant operations manager, not normally on shift, shall maintain a senior reactor operator's license. During transition periods when new personnel are appoirited to either the operations manager or assistant operations manager positions, appointments will be made, including the use of acting assignments if necessary, to ensure an individual filling one of these two positions has an active senior reactor operator's license.
