0 0 SAFETY EVALUATION Re: Turkey Point Units 3 8 4 Docket Nos. 50-250 8 50-251 Proposed License Amendment Environmental Surveillance Pro ram I. Introduction This evaluation supports a basically administrative change in Technical Specification Table 4. 12-1, which lists various environmental surveillance requirements. Precipitation sample location T79 is changed to location T72.
II. Evaluation Item 1.3 of the Table lists four locations on and around the Turkey Point site that are used by the State of Florida as collection points for precipitation samples. One of the locations is on the plant site and the other three locations are several miles distant from the plant site.
Table 4. 12-1, Sheet 1 presently lists T79 as the on-site precipitation sampling location (see Technical Specification Figure 4.12-1 attached for information). This location is near the site boundary station along the entrance road into the plant. In February and March of this year, the precipitation sample at location T79 was unusable due to motor oil contamination. The sampling drum is easily accessible from the entrance road, and used motor. oil was apparently introduced into the drum by a person or persons unknown.
Since the site boundary station is unmanned, and since the entrance road adjacent to location T79 is heavily travelled, it was decided to relocate the preci pitation sampling drum to location T72. The new location is on-site, and, as shown on Figure 4.12-1, it is relatively near the old location (approximately 1 mile distant). Access to location T72 is also controlled through a manned security gate.
The change in sample location is necessary to ensure the capability of obtaining reliable monthly .precipitation samples from an on-site location. With respect to rainfall, there is no significant difference between locations T79 and T72, and relocation to T72 does not have any safety implications.
III. Conclusion We have concluded, based on the considerations discussed above, that:
(1) the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in ccmpliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
