Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Annual Non-Radiological I'I Environmental Moni.toring Re~ort 1988 On April 25, 1988 the NRC issued Amendments 128 and 122 to Facility Operating Licenses DPR-31 and DPR-41 for Turkey Point Units 3 and 4, respectively. These amendments deleted the remaining Sections 1.0 and 5.0 of the Turkey Point Environmental Technical Specifications (ETS) and replaced them with an Environmental Protection Plan (EPP). The implementation date for the EPP was June 25, 1988.

Section 5.4.1 oX the ETS for Turkey Point Units 3 and 4 required the submittal of a Non-Radiological Environmental Monitoring Report annually. The report is due to the NRC by March 31 of the year following the reporting year.

This Annual Report i being submitted to fulf'll the reporting requirements of Section 5.4.1 of the ETS for the period January 1, 1988 through June 25, 1988. Since the EPP does not require the submittal of an Annual Report this will be the last Annual Report submitted to satisfy ETS requirements.

ENVIRONMENTAL MONITORING REPORT 1988 Listed below is the information required to be reported under the applicable provisions of Section 5.4.1 of the Environmental Technical Specifications for the period January 1, 1988 through June 25, 1988:

Section 5. 4. 1. 1 Records of Monitorin Re irements Surve s and Sam les Section 5.4.1.2 Anal sis of Environmental Data Section 5.4.1.3 Records of Chan es in Surve Procedures There were no activities at the plant site in 1988 requiring reporting under these Sections. However, various plant site activities are subject to review by company environmental procedures. All review documentation is contained in Company Environmental Review Group (CERG) records.

2. Section 5.4.1.4 List of An S ecial Environmental Studies Related to the Licensed Facilities Not Re uired b the Environmental Technical S ecifications.

Crocodile monitoring continued at the Turkey Point site during 1988. The monitoring program has shown the presence and dynamic nature of all size classes of animals on the site. Three nests were documented in 1988 with a total of 49 hatchlings being marked. Six previously marked juvenile and subadult animals were captured and released on site. Growth rates of all recaptured animals were positive.
