BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 - CORRECTION TO ISSUANCE OF AMENDMENTS TO ADOPT TECHNICAL SPECIFICATIONS TASK FORCE (TSTF) TRAVELER TSTF 542, REVISION 2, "REACTOR PRESSURE VESSEL WATER INVENTORY CONTROL" (CAC NOS. MF9905 AND MF9906; EPID L-2017-LLA-0242)

Dear Mr. Gideon:

By letter dated April 13, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18039A444), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 283 and 311 to Renewed Facility Operating License (RFOL)

Nos. DPR-71 and DPR-62 for the Brunswick Steam Electric Plant (Brunswick), Units 1 and 2, respectively. The amendments were in response to your application dated June 29, 2017 (ADAMS Accession No. ML17180A538), as supplemented by letters dated January 4 and 23, 2018 (ADAMS Accession Nos. ML18004A045 and ML18023A432, respectively). The amendments adopted Technical Specifications Task Force (TSTF) Traveler TSTF-542, Revision 2, "Reactor Pressure Vessel Water Inventory Control," and replaced the existing requirements in the technical specifications (TSs) related to operations with a potential for draining the reactor vessel with revised TSs providing an alternative for reactor pressure vessel water inventory control.

Shortly following a post-issuance review of the amendments by Mr. Mark Turkal of Duke Energy Progress, LLC (Duke Energy or the licensee), the NRC project manager was notified that the implementation requirement on page 2 of the amendment authorization letter (Enclosure 1) to RFOL No. DPR-71 for Amendment No. 283, dated April 13, 2018, does not align with what was requested in Duke Energy's letter dated January 23, 2018. Specifically, the licensee stated that "In order to allow sufficient time for implementation of the proposed amendments, once approved, Duke Energy requests that the NRC authorize implementation of the TSTF-542 amendments prior to the 2019 Unit 2 refueling outage, currently scheduled to begin in March 2019. This implementation period supersedes the originally requested 180-day implementation period." This correction letter acknowledges the discrepancy and revises the implementation requirements for Amendment No. 283 for Brunswick, Unit 1, as follows:

3. This license amendment is effective as of the date of its issuance and shall be implemented prior to the 2019 Unit 2 refueling outage.

Please replace page 2 of the amendment authorization letter for RFOL DPR-71 that was issued by letter dated April 13, 2018, with Enclosure 1 of this letter, to reflect the revised implementation period for Amendment No. 283 for Brunswick, Unit 1.

Gideon In addition, while updating the TSs for Brunswick, Units 1 and 2, the NRC staff noticed discrepancies on page 1 of the Attachments to Enclosures 1 and 2 of the letter dated April 13, 2018, for Amendment Nos. 283 and 311. On page 1 of the attachment for each unit, the list of pages to "Remove" and "Insert" included page 1.1-8. However, prior to Amendment Nos. 283 and 311, the TSs for Brunswick, Units 1 and 2 did not contain a page 1.1-8 to be removed.

Although, a new TS page 1.1-8 was inserted into Brunswick, Units 1 and 2 TSs. Enclosed is a corrected page 1 of the Attachments to Enclosures 1 and 2 for Amendment Nos. 283 and 311, which was issued by letter dated April 13, 2018, to reflect this change. Please replace these pages in your copy of the license amendments.

The enclosed corrected pages contain marginal lines indicating the corrected areas. These corrections are administrative in nature and do not affect the NRC staff's overall conclusions associated with the approval of Amendment Nos. 283 and 311. The changes are within the scope of the application as originally noticed in the Federal Register on September 12, 2017 (82 FR 42846).

The Notice of Issuance has been corrected to reflect the corrected implementation period and will be included in the Commission's biweekly Federal Register notice.

2. Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Renewed Facility Operating License No. DPR-71 is hereby amended to read as follows:

(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No. 283, are hereby incorporated in the license. Duke Energy Progress, LLC shall operate the facility in accordance with the Technical Specifications.

3. This license amendment is effective as of the date of its issuance and shall be implemented prior to the 2019 Unit 2 refueling outage.
