PERRY NUCLEAR POWER PLANT, UNIT 1-SCHEDULING AND CONFIRMATION OF INITIAL LICENSE REEXAMINATION FOR SEPTEMBER 2019

Dear Mr. Payne:

In a letter dated Ju ly 1, 2019, (L-1 9-1 4 9), your staff requested the U.S. Nuclear Regulatory Commission (NRC) schedule an initial license operator reexamination in September 2019. The NRC has scheduled the requested reexamination to occur during the week of September 9 , 2019. As stated in your letter, the reexamination is to be administered to o ne applicant.

In a telephone conversation on May 1 3 , 201 9 , between Mr. Ray Torres

, Fleet Operator Exam Development Leader

, and Mr. Randal Baker , Senior Operations Engineer, arrangements were made for the administration of the written examination portion of a reactor operator initial licensing reexamination at the Perry Nuclear Power Plant during the week of September 9 , 201 9. As agreed upon during the telephone conversation, your staff will prepare the reexamination based on the guidelines in Revision 1 1 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors."

The NRC staff provided the written examination outline to Mr. Torres, the examination author, on M ay 13, 201 9. The NRC's regional office will discuss with your staff any changes that might be necessary before the reexamination is administered.

To meet the above schedule, your staff agreed to provide the final written examination , as well as the supporting reference materials identified in Attachment 3 to ES-201 , by August 26, 201 9. Pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 55.40(b)(3) (10 CFR 55.40(b)(3)), an authorized representative of the facility licensee shall approve the reexamination test before submittal to the Commission for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or Safeguards Information in your response be contained in a separate enclosure and appropriately marked. Delay s in receiving the required materials, or the submittal of inadequate or incomplete materials, may cause the reexamination to be cancelled or rescheduled.

Appendix E to NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examination is being administered.

To permit timely NRC review and evaluation, your staff should submit the preliminary reactor operator license application (Office of Management and Budget (OMB) Control Number 3150-0090), medical certification (OMB Control Number 3150

-0024), and waiver or excusal requests (OMB Control Number 3150

-0090) approximately 30 days before the reexamination date. Contact Mr. Baker to determine the method for submission of the waiver or excusal requests.

The final signed application certifying that all required training has been completed and requesting any waivers or excusals, should be submitted at least 14 days before the reexamination date. Resolutions resulting from verbal inquiries by the licensee to the NRC are not binding. Submittals addressing waivers or excusals, or both should be in writing (i.e., using NRC Form 398, "Personal Qualifications Statement

-Licensee," or as directed by Mr. Baker when contacting him to determine the method of submission). The NRC will document its final decision on whether to grant a waiver or excusal on the final (not preliminary) NRC Form 398 submitted for the applicant. The NRC will not provide its decision until the final application is submitted to the agency.
