McNeil, Reactor Chief, Nuclear Regulatory Commission (NRC), and Messrs. R. J. Sieber and I. D. Fleetwood, Indiana Michigan Power Company (I&M), on February 3, 2004. During this telephone conversation, I&M was informed that the request for an Initial License Examination in October 2005 could not be supported by Region 111. An alternate date of February 2006 for Initial License Examination support was agreed upon.

The examination, written by I&M for approximately 15 candidates, will begin February 6, 2006, and last for two weeks.

To support examination review by the NRC, the following dates were also agreed upon: October 24,2005 December 12,2005 Week of January 16,2006 I&M plans to begin this class in mid-2004 and administer the Generic Fundamentals Examination in September 2004. With these changes in place, I&M no longer needs the July 2005 and July 2006 examination dates requested in letter AEP:NRC:2574-22, dated February 20,2003. In accordance with the request outlined in your letter (AEP:NRC2574-40) dated January 19, 2004, an initial operator license examination has been tentatively scheduled at the Donald C. Cook Nuclear Power Plant during the weeks of February 6 and February 13.2006, for six Reactor Operator and nine Senior Reactor Operator candidates.

Your letter indicated you desired the NRC develop the written examination.

In a subsequent telephone conversation between Mr.

I. Fleetwood, D. C. Cook Initial License Training Lead Trainer, and Mr. D. McNeil, Reactor Engineer, of my staff, the request to have the written examination developed by the NRC was withdrawn.

We understand that members of the D. C. Cook Training Department will develop the operating tests and written examination.

If you are unable to develop the examinationkests in-house, please contact Mr. D. McNeil of my staff at 630-829-9737 to coordinate examination development efforts. We have no other initial license examinations scheduled for the D. C. Cook Nuclear Power Plant. If you have any questions concerning the February examination or other examination scheduling issues, please contact Mr. D. McNeil of my staff at 630-829-9737.

In a telephone conversation on September 26, 2005, between Mr. I. D. Fleetwood.

Initial Licensee Training Supervisor, and Mr. Nicholas Valos, of my staff, arrangements were made for the administration of licensing examinations at the Donald C. Cook Nuclear Power Plant the weeks of February 6 and February 13,2006. In addition, the NRC will make an examination validation visit to your facility the week of January 16, 2006.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by October 31, 2005. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by December 19. 2005.

Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations (IO CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked.

Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402. and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final. Appendix E of NUREG-I021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024), and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary.

Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

Dear Mr. Nazar:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Donald C. Cook Nuclear Power Plant. The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Samuel A. Stewart, Training Manager.

Note that any examination waivers have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the week of February 20, 2006. The NRC staff will administer the operating tests during the weeks of February 6 and February 13, 2006. Please contact Mr.
