REQUEST FOR TECHNICAL ASSISTANCE

-LICENSING BASIS FOR, AND SEISMIC DESIGN OF, THE PALISADES INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI) -SUPPLEMENTAL INFORMATION On May 3, 2005, a teleconference was held among Region 1II, Nuclear Reactor Regulation (NRR), and Nuclear Materials Safety and Safeguards (NMSS) Spent Fuel Project Office (SFPO) management and staff to discuss Task Interface Agreement (TIA) 2005-06. As a result of these discussions, I would like to offer the following clarifications, in the areas of 'Requested Action" and "Coordination," to my April 29, 2005 memorandum to you regarding the TIA.A listing of the individuals involved in the teleconference is provided at the end of this memorandum.

Requested Action Region IlIl requests NRR and NMSS to provide a response to each of the following questions:

1. During initial licensing of the Palisades Nuclear Power Plant, what did the NRC accept ,value and location) for estimating the horizontal acceleration for seismic evaluations

The response should include a determination if, during initial licensing of the Palisades Nuclear Power Plant, the NRC accepted or assumed that the horizontal acceleration for seismic evaluations was "anchored" at, a. the "ground surface" of the reactor building, elevation 590' and on top of the compacted glacial till, or;b. the "ground surface" of the general plant site, i.e., at any elevation and with any combination of soil structures intervening between the "ground surface" and the underlying bedrock.2. During initial licensing of the Palisades Nuclear Power Plant, did the NRC's safety evaluation of the applicant's design Safe Shutdown Earthquake seismic horizontal acceleration include consideration of ground motion amplification from the bedrock surface to the "ground surface" due to the type and thickness of the intervening soil Detween the bedrock and the "ground surface?"

J. Lyons-2-3. Does the NRC require, based upon the regulations in 10 CFR 72.212 (b)(2)(i)(B) and 10 CFR 72.212 (b)(3), a licensee to incorporate new information and technology into its assessment of the continued appropriateness and re-application of the previous reactor plant seismic siting and design criteria for the design and construction of an .ISFSI pad?4. Does the NRC require a licensee to demonstrate that the seismic design of its spent fuel canisters remains appropriate, using ISFSI pad-specific seismic data, if the calculated seismic horizontal acceleration level, using the reactor plant seismic data, is at the spent fuel canister seismic design limit and the ISFSI pad-specific soil profile and elevation data would be expected to increase the calculated seismic horizontal acceleration?

Coordination The response requested by this TIA will be provided by NRR, in coordination with NMSS, by July 15, 2005. Region IlIl will coordinate a teleconference with NRR and NMSS management and staff involved in this effort during the first week of June 2005 to discuss the status of this reques: and any additional information that may be needed to address the proposed questions.
