OF A TELEPHONE CONFERENCE CALL HELD ON SEPTEMBER 7, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) AND NUCLEAR MANAGEMENT COMPANY, LLC, CONCERNING DRAFT REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE PALISADES NUCLEAR PLANT, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Nuclear Management Company, LLC (NMC) held a telephone conference call on September 7, 2005, to discuss and clarify the staffs draft request for additional information (D-RAI) concerning the Palisades Nuclear Plant (PNP), license renewal application. The conference call was useful in clarifying the intent of the staffs D-RAI. provides a listing of the conference call participants. Enclosure 2 contains a listing of the D-RAI discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

DRAFT REQUESTS FOR ADDITIONAL INFORMATION (D-RAI)

PALISADES NUCLEAR PLANT LICENSE RENEWAL APPLICATION SEPTEMBER 7, 2005 The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC (NMC), held a telephone conference call on September 7, 2005, to discuss and clarify the staffs draft requests for additional information (D-RAIs) concerning the Palisades Nuclear Plant, license renewal application (LRA). The following D-RAI was discussed during the telephone conference call.

D-RAI 2.4-1 With respect to Section 2.4, Scoping and Screening Results: Containments, Structures, and Component Supports, it is not clear to the staff if the structures and bulk commodity items listed under Section 2.4 on Page 2-200 of the LRA are inclusive of all in-scope PNP safety and non-safety related structures and components (e.g., containment and auxiliary building cranes, their runways and supports, spent fuel racks, etc.) pursuant to 54.21(a)(1). As applicable, augment the list to include all PNP in-scope structures and components that require an aging management review (AMR).

Discussion: The applicant indicated that the requested information is located in the GALL, Sections IIA, IIIA, IIIB, VIIA, VIIB, and VIIG and that the items would be considered in-scope.

Therefore, this question is WITHDRAWN and will not be sent as a formal RAI.

D-RAI 2.4.1-1 Referring to Page 2-201 of the PNP LRA, it is stated in the last paragraph of the page that The portion of the Auxiliary Building that are in-boundary and contain components... Clarify the meaning of the phrase ?in-boundary as used in Section 2.4 and using the auxiliary building as an example to explain the criteria used in defining the three dimensional ?in-boundary lines for in-scope PNP structures.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI 2.4.1-2 LRA Table 2.4.1-1, Auxiliary Building provides three fuel related component entries. It is not clear to the staff as to whether PNPs spent fuel racks including their neutron absorbing material (if applicable), are designated as items requiring an AMR. If yes, indicate the location in the LRA where the items are listed. Also, the table does not explicitly list cranes and their supporting rails as items requiring an AMR. The applicant is requested to provide additional information related to scoping and screening of the above mentioned PNP components.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

Enclosure 1

D-RAI 2.4.2-1 A review of Table 2.4.2-1 indicates that the applicant has not identified any pipe (penetration) passing through the PNP containment as Class MC piping, as allowed by Figure NE-1120-1 of Subsection NE of Section III of the ASME Code. The applicant is requested to review its ASME classification and clarify that the PNP has no piping (penetration) classified as Class MC. If it has been missed as an oversight, the applicant is requested to add the Class MC pipe supports in the scope of license renewal.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI 2.4.3-1 LRA Table 2.4.3-1, Containment lists several component groups that require an aging management review (AMR). It is not clear to the staff as to whether containment crane, runways and supports are designated as items requiring an AMR. If yes, the applicant is requested to explicitly include these items in Table 2.4.3-1.

Discussion: The applicant indicated that the containment crane, runways, and supports are addressed in Section 2.4.8 Miscellaneous Structures and Bulk Commodities. Therefore, this question is WITHDRAWN and will not be sent as a formal RAI.

D-RAI 2.4.4-1 Table 2.4.4-1 provides comprehensive listings of components included in each component group. However, it does not include the reactor vessel supports in any of the groups. If the supports are included elsewhere in the LRA, the applicant is requested to provide its location. If it is an oversight, the applicant is requested to include the supports in one of the component groups described in Table 2.4.4-1.

Discussion: The applicant indicated that the supports are addressed in Section 2.4.2 Component Supports, which covers the GALL Section IIIB support components. Therefore, this question is WITHDRAWN and will not be sent as a formal RAI.

D-RAI 2.4.7-1 With respect to Table 2.4.7-1, Intake Structure, as applicable, identify items such as hatches and plugs; structural steel embedments; carbon steel boltings; reinforced concrete foundation footings; grouted concrete; piping penetrations, embedded ducting and conduits, and water proofing membrane materials that require an AMR.

Discussion: The applicant indicated that the intake structure is a standard industrial building that does not contain the above items. This was verified by project manager observations.

Therefore, this question is WITHDRAWN and will not be sent as a formal RAI.

D-RAI 2.4.8-1 Table 2.4.8-1 lists Water Treatment Building and Riprap-Yard-Soil components with their intended functions. Discuss the PNPs basis for not including these components as part of the Section 2.4 listing of structures and structural commodities. Also, explain why miscellaneous commodities (such as, fire barrier, elastomer, seal, gasket or filler) that are used in (1) containment interior structures, (2) feed water purity building (3) component supports and (4) other in-scope safety or non-safety structures are not specifically listed in Table 2.4.8-1 as items requiring aging management review.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI 2.4.9-1 Section 2.4.9 of the LRA provides a general description of the Switchyard and Yard Structures components that require an AMR. Confirm that precast reinforced concrete elements, such as manholes and rigid steel or PVC conduits and reinforced concrete duct banks, are items that require an AMR and list them in Table 2.4.9-1. Also, the discussion related to ?Tank Foundations on Page 2-248 of the LRA states, ?...with backfill compacted to 95 percent to support the tank bottoms. Clarify the meaning of the 95 percent number referenced in the above phrase.
