SUBJECT:

RENEWAL OF FULL-POWER OPERATING LICENSE FOR THE PALISADES NUCLEAR PLANT Pursuant to the Commissions direction in its July 25, 2005, staff requirements memorandum (SRM) for COMSECY-05-0025, that directed the staff to notify the Commission via memorandum three days prior to issuance of the renewed license, staff is informing the Commission that the facility operating license renewal for the Palisades Nuclear Plant (PNP) has been completed and will be issued on January 17, 2007.

By letter dated March 22, 2005, Nuclear Management Company, LLC (NMC), submitted its application to renew the operating license for PNP. The staff reviewed the license renewal application (LRA) in accordance with Title 10 of the Code of Federal Regulations, Parts 51 and 54 (10 CFR Parts 51 and 54). Region III also performed inspections, as described in a July 24, 2006, memorandum from James L. Caldwell, Regional Administrator. The staff documented the results of its safety review in its Safety Evaluation Report Related to the License Renewal of the Palisades Nuclear Plant, NUREG-1871, dated January 2007. The staff also documented the results of its environmental review in a supplemental environmental impact statement published in October 2006 as NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 27, Regarding Palisades Nuclear Plant.

In accordance with 10 CFR 54.25, the Advisory Committee on Reactor Safeguards (ACRS) reviewed the LRA for PNP. The ACRS completed its review during its 537th meeting, held on November 1, 2006. The ACRS recommended renewal of the operating license in a letter to the Commission dated November 17, 2006.

The Commissioners Pursuant to the June 5, 2002, SRM for SECY-02-0088 that authorized the director of NRR to issue all future uncontested license renewals without prior Commission authorization, the Director of the Office of Nuclear Reactor Regulation will issue the Renewed Facility Operating License No. DPR-20 for PNP. This final action will have been completed within the 22-month goal for reviewing a LRA that is not subject to a hearing.
