OF PUBLIC SCOPING MEETING RELATED TO THE POTENTIAL REAUTHORIZATION OF POWER OPERATIONS FOR THE PALISADES NUCLEAR PLANT (EPID NUMBER: L-2024-LNE-0003)

The U.S. Nuclear Regulatory Commission (NRC) staff conducted a hybrid environmental scoping meeting related to the review the of Holtec Decommissioning Internationals (HDI) licensing and regulatory requests to authorize power operations at the Palisades Nuclear Plant (PNP). Specifically, the NRC is considering an exemption request, a license transfer request, and license amendment requests to support reauthorizing operation under the NRC license.

The U.S Department of Energy Loan Prorams Office (DOE LPO) is a cooperating agency on the environmental review. DOE LPOs proposed action is to provide federal financial support (a loan guarantee) to support power operations at PNP.

The public meeting was held at the Mendel Center, Grand Upton Hall, at Lake Michigan College, 1100 Yore Ave., Benton Harbor, MI, 49022. The purpose of the meeting was to provide the public with an opportunity to participate in the environmental scoping process by providing comments on any issues the public thought the NRC staff should consider while preparing an environmental assessment for the potential reauthorization of power operation of the PNP.

D. Barnhurst of the National Environmental Policy Act of 1969 review process; discussed the environmental requirements outlined in the Title 10 of the Code of Federal Regulations Part 51; and addressed how these requirements would be implemented during the review.

After the presentation, members of the public were invited to provide comments. Approximately 100 people attended the meeting in person, and approximately 85 attended the virtual component of the meeting. The participants included members of the NRC staff, members of the DOE LPO staff, representatives from Holtec, members of the public, and representatives from the news media, and local government officials. Public scoping comments and questions were mainly focused on radiation and community cancer rates, safety concerns, economics, and water quality and consumption, waste storage and transportation, radiation health and accidents, cost-benefit analysis of restarting the plant, developing an environmental impact statement instead of an environmental assessment for the environmental review, and concerns about plant safety and HDIs perceived inexperience to operate the plant. is a list of the NRC and DOE participants.
