MILLSTONE POWER STATION UNIT 3 - STRETCH POWER UPRATEACCEPTANCE REVIEW (TAC NO. MD6070)

Dear Mr. Christian:

By letter dated July 13, 2007, as supplemented on September 12, 2007, Dominion NuclearConnecticut, Inc. (DNC), licensee of the Millstone Power Station Unit 3 (MPS3), submitted the application, "Stretch Power Uprate" to the U.S. Nuclear Regulatory Commission (NRC). The proposed license amendment would allow an increase in the maximum authorized power level from 3411 megawatts thermal (MWt) to 3650 MWt, and make changes to the technical specifications as necessary to support operation at the stretch power level. The purpose of this letter is to provide the results of the NRC staff's acceptance review of DNC's stretch power uprate (SPU) application for MPS3. The acceptance review determines whether or not there is sufficiently detailed information to allow the staff to proceed with its detailed technical review.

The review also ensures that the application adequately characterizes the regulatory requirements and licensing basis of the plant.Based on the review of the information provided in the submittals mentioned above, the NRCstaff has determined that DNC has provided the necessary information for the staff to begin a detailed technical review. Additionally, the staff has determined that your application meets the criteria for an SPU as the requested power increase is approximately 7 percent, and there are limited plant modifications required to support the uprate.DNC requested that the NRC staff complete its detailed review by June 30, 2008, in order to beprepared for the MPS3 refueling outage currently scheduled for the fall of 2008. Mr. John G.

Lamb, NRC Senior Project Manager, discussed with your staff that your application may require more review time as a result of your proposed revisions to the licensing basis for the alternative source term dose consequence analysis. Mr. Lamb discussed a new requested completion date with Mr. Ron Thomas of your staff and agreed upon August 15, 2008.
