MILLSTONE POWER STATION UNIT 3 SUPPLEMENTAL INFORMATION REGARDING STRETCH POWER UPRATE LICENSE AMENDMENT REQUEST Dominion Nuclear Connecticut, Inc. (DNC) submitted a stretch power uprate (SPU) license amendment request (LAR) for Millstone Power Station Unit 3 (MPS3) in letters dated July 13, 2007 (Serial Nos. 07-0450 and 07-0450A), and supplemented the submittal by letters dated September 12, 2007 (Serial No. 07-04508), December 13, 2007 (Serial No. 07-0450C) and March 5, 2008 (Serial No. 07-0450D). The NRC staff forwarded requests for additional information (RAls) in October 29, 2007, November 26, 2007, December 14, 2007 and December 20,2007 letters. DNC responded to the RAls in letters dated November 19, 2007 (Serial No. 07-0751), December 17, 2007 (Serial No. 07-0799), January 10, 2008 (Serial Nos. 07-0834, 07-0834A, 07-0834C, and 07-0834F), January 11,2008 (Serial Nos. 07-08348, 07-0834E, 07-0834G, and 07-0834H),

January 14, 2008 (Serial No. 07-08340), January 18, 2008 (Serial Nos. 07-0846, 07-0846A, 07-08468, 07-0846C, and 07-0846D), January 31, 2008 (Serial No.

07-08341), February 25, 2008 (Serial Nos. 07-0799A and 07-0834J), March 10, 2008 (Serial Nos. 07-0846E and 07-0846F) and March 25, 2008 (Serial No. 07-0834K).

In the Licensing Report (Attachment 5 to DNC's July 13, 2007 letter, Serial No.07-450),

an inconsistency was discovered between two different sections in the report. In Section 2.8.5.6.3.2.5.3 page 2.8-446, it is correctly stated: "In summary, the MPS3 SPU Post LOGA boric acid precipitation calculations used conservative methodology to establish a 3- to 5- hour timeframe to realign the EGGS to provide SI flow to the hot legs." However, in Section 2.11.1.2 page 2.11-4 it is incorrectly stated "1. The time allowed for installation of hot and cold leg recirculation to minimize boron precipitation for large break LOGAs is reduced from nine (9) to six (6) hours." It should read "1. The time allowed for installation of hot and cold leg recirCUlation to minimize boron precipitation for large break LOCAs is reduced from nine (9) to five (5) hours." This is consistent with Section 2.8.5.6.3.2.5.3 as shown above.

This change to Section 2.11.1.2 has no impact on the conclusions given in Section 2.11.1.2. Specifically, it is still concluded that the changes do not significantly impact normal operator actions or off-normal event mitigation strategies. The changes will be appropriately proceduralized and the operators will receive formal classroom and simulator training for their implementation. Since operator training for this SPU procedure change has not yet been implemented, the error in Section 2.11 has not

The Millstone Power Station Unit 3 (MPS3) emergency operating procedures (EOPs) are in the process of being revised to implement the 3 to 5 hour5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> range for hot leg injection. This change will be incorporated into the EOPs prior to the startup of the first SPU cycle.

The information provided by this letter does not affect the conclusions of the significant hazards consideration discussion in the December 13, 2007 DNC letter (Serial No.

07-0450C).
