Millstone UHS Current Status (8/16/12)Based on a phone call with the Millstone, licensing manager, Bill Bartron on 8/16/12: Current Status of UHS Water Temperature:

Unit 2 -73.25TF Unit 3- 71.7°F Restart of Unit .2 Options: 1) Conservative Approach -Restart on or after 9/10/12 based on historical weather data and projections.

2) Less Conservative but high reliability

-Restart if the 24-Hr avg. temperature is at or below 73TF for 3 consecutive days with 10 days projection of no significant UHS temperature increase.If the UHS temperature gets near the TS limit, then the following path forward is proposed: Unit 3: 1) NOED 2) One-Time Emergency Amendment to increase the temperature limit from 75 0 F to 77 0 F for a period of 4-8 weeks.In discussion between Millstone and ISO New England, there would be a significant impact on the grid stability and electricity demand if both Units 2 and 3 were to shutdown.

And this event may meet the NOED criteria.Unit 2: Exigent Amendment to increase the temperature limit from 75 0 F to 77 0 F for a period of 4-8 weeks. Unit 2 is currently in Mode 5 and the emergency amendment criteria may not apply.Millstone is currently working on the above 3 documents just in case, if the weather conditions deteriorate and preparation of these 3 documents (NOED and Emergency Amd. for Unit 3 & Exigent Amd for Unit 2) will be completed early next week (Monday or Tuesday).Bill Bartron wants to have a phone call on Monday (8/20) to discuss any updates on the UHS issues.1 Thanks Jim Kim 2.
