Dear Mr. Bjornsen:

Blue Lake Rancheria Tribal Chairman Claudia Brundin received the 3/11/14 letter from Dep. Dir. Persinko regarding the need for NRC to consult with affected tribes under NHPA Section 106 for the subject undertaking.

The Humboldt Bay Power Plant is located within the tribe's ancestral area focused on Humboldt Bay (Wiyot). Blue Lake Rancheria, along with the Wiyot Tribe and the Bear River Band of the Rohnerville Rancheria, are the three federally-recognized Indian tribes that are widely recognized as having citizens of Wiyot descent. Each of the three Wiyot area tribes has an appointed Tribal Historic Preservation Officer and active program under formal agreements with the NPS.Blue Lake Rancheria wishes to consult with NRC about the proposed undertaking.

Please provide a map showing the Area of Potential Effects (APE) and a more detailed description of the undertaking, i.e., described as restoring the land at Unit 3 to its former condition (pre-construction), clean-up, and removal of certain significant features.Regards, Janet P.
