Humbolt and Diablo Canyon RAIS for Use of Weighting Factors for EDE (MD8914 and MD8915 Tom, here are Roger Pedersen's questions regarding the weighting factors for Effective Dose Equivalent. Roger has proposed these for both Humbolt and Diablo so I assume your response will include both sites. If you need a call to discuss let me know when. Alan Request for Additional Information Application to Use Weighting Factor for Effective Dose Equivalent Diablo Canyon Units 1&2 Humboldt Bay Unit 3

1. Verify that the phrase measure the expected highest dose location on that body area or compartment, as it is used in the last paragraph on page 2 of the submittal, means that the dosimeter for each compartment will be placed at the highest exposed part of the respective whole body compartment, consistent with the dosimeter placement criteria found in NRC Inspection Procedure 71121.01.
2. The method for assigning extremity dose described in the last sentence of the second paragraph on page 3 of the submittal is not acceptable. Since the determination of extremity dose is extraneous to the request for determining external effective dose for the whole body, this sentence should be deleted.
3. The second paragraph under the Conclusion heading on page 3, needs clarification. The EDE method being requested is based on HPS N 13.41 but is modified by the licensee commitments to measure the dose to each compartment as the Deep Dose Equivalent at the highest exposed part of that compartment. In addition the rest of the paragraph should be deleted. The approved methods for medical personnel discussed in RIS 2002-06 are not applicable to nuclear power plant exposures.
