SUBJECT:
INFORMATION REQUEST TO SUPPORT UPCOMING FOLLOW UP INSPECTION FOR THREE OR MORE SEVERITY LEVEL IV TRADITIONAL ENFORCEMENT VIOLATIONS IN THE SAME AREA IN A 12-MONTH PERIOD
Dear Mr. McCartney:
This letter is to request information to support our scheduled follow up onsite inspection during the week of August 18, 2014, at the Point Beach Nuclear Plant, Units 1 and 2. This inspection will be performed in accordance with the U. S. Nuclear Regulatory Commission (NRC) Inspection Procedure 92723, "Follow Up Inspection for Three or More Severity Level IV Traditional Enforcement Violations In The Same Area in a 12-Month Period."
As stated in the Point Beach Nuclear Plant, Units 1 and 2, 2013 End-of-Cycle Assessment Letter, dated March 4, 2014 (ADAMS Ascension Number ML14063A288), from January 1 to December 31, 2013, the NRC issued three Severity Level IV traditional enforcement violations associated with impeding the regulatory process. Those violations were:
- 2013002-11: Failure to Update the External Flooding Mitigation Features in the FSAR; and
- 2013004-02: Failure to Update the FSAR for Radioactive Waste Storage Changes.
The inspection objectives are to provide assurance that the licensee understands the cause(s),
has identified the extent of condition and extent of cause, and has corrective actions sufficient to address the cause(s) of the multiple violations. To help ensure an efficient inspection, please provide to Mr. John Rutkowski, by August 8, 2014, the documents, preferably in an electronic format, listed in the attachment to this letter. Mr. Rutkowski can be reached at 630-829-9730 or by email at John.Rutkowski@nrc.gov. Please also identify a contact for Mr. Rutkowski if he has any questions prior to commencement of the onsite inspection activities.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure, and your response (if any) will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
Sincerely, /RA/ Jamnes L. Cameron, Chief Branch 4 Division of Reactor Projects Docket Nos. 50-266; 50-301 License Nos. DPR-24; DPR-27
