NUCLEAR PROJECT NO.2 WNP-2 TECHNICAL SPECIFICATION LCO 3.8.1.1, A.C.SOURCES-OPERATING The purpose of this correspondence is to request specific changes to the subject Limiting Condition for Operation.

The reason for the change is to reduce Diesel Generator wear and mechanical stresses induced during cold starts.The cold starts are required by the present action state-ment format in the subject LCO.The proposed changes are expected to increase the reliability of the units by allowing for a warm up period prior to loading.A cold start will be performed at least once per 18 days to satisfy the valid test requirements of Regulatory Guide 1.108.In addi tion, the fast start timing requirements will only apply to the semi-annual test and all other starts are not required to meet the starting time requirements but will be included in the criteria for determining number of failures, i.e., treated as valid tests per Regulatory Guide 1.108.Should you have any further questions, please contact Hr.P.L.Powell, Nanager, WNP-2 Licensing.
