2 - RE(UEST FOR OPERATING LICENSE The purpose of this letter is to advise you that the Washington Public Power Supply System has substantially completed the construction of WNP-2.

Based upon all information available to me through my personal involvement and as supplied by my staff, I believe that the plant has been constructed in conformance with the terms and conditions of the Construction Permit (CPPR-93) and the application as amended (including the Final Safety Analysis Report and the Final Environmental Report).

The agreed upon preoperational testing of the plant has been completed, confirming operati on of systems important to protection of the public health and safety.

In addition, the programs for safely operating the plant are in place and a sufficient number of, operators have been licensed (28 Senior Reactor Operators and 8 Reactor Operators) by the NRC to staff the operating shifts with qualified personnel in compliance with regulation (10CFR50.54).

In light of the foregoing, the Supply System requests that the Commission i ssue at this time a license authorizing the operation of WNP-2.
