V Subject: Palo Verde Nuclear Generating Station (PVNGS)Units1,2, and 3 Docket Nos.STN 50-528/529/530 Reply to Inspection Report 50-528/529/530/97-13 4 Arizona Public Service Company (APS)has reviewed NRC Inspection Report 50-528/529/530/97-13 dated June 24, 1997 and agrees that the, report accurately reflects our corrective actions and position regarding Notice of Violation 50-528;-529;-530/9713-01.

However, APS wishes to respond to a statement in the report which is not a part of the Notice of Violation.

Within Section M7.1b, the inspection report stated that thele had been no corrective action documents issued or new measuring and test equipment (M&TE)issues since the December audit.The December audit prompted increased sensitivity to M&TE including program changes, self-assessment, and oversight at PVNGS.The M&TE program changes have resulted in an increase in the number of M&TE corrective action documents issued since the audit and prior to the date of the inspection.
