SUBJECT: MONTICELLO NUCLEAR GENERATING PLANTNRC SECURITY BASELINE INSPECTION REPORT 05000263/2017406; INDEPENDENT SPENT FUEL STORAGE SECURITY INSPECTION REPORT 05000263/2017403; 07200058/2017401

Dear Mr. Church:

On December 14, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Monticello Nuclear Plant. On December 15, 2017, the inspectors discussed the results of this inspection with Mr. Scott and other members of your staff. The results of this inspection are documented in the enclosed report. The inspectors documented one self-revealed finding of very-low security significance (Green) in this report. This finding involved a violation of NRC requirements. The NRC is treating this violation as Non-Cited Violation consistent with Section 2.3.2.a of the Enforcement Policy. One cross-cutting aspect was assigned to the above finding in the area of Human PerformanceTeamwork. Specifically, individuals and work groups communicate and coordinate their activities within and across organizational boundaries to ensure nuclear safety is maintained If you contest the violation or significance of the Non-Cited Violation, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 0001; with copies to the Regional Administrator, Region III; the Director, Office of Enforcement; and the NRC resident inspector at the Monticello Nuclear Generating Plant. If you disagree with a cross-cutting aspect assignment or a finding not associated with a regulatory requirement in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region III; and the NRC resident inspector at the Monticello Nuclear Generating Plant. Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire -Related InformationWithhold from public disclosure under 10 CFR in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
