These reliefs apply to the fourth 10-year Inservice Inspection (ISI) interval, which concluded on January 14, 2013 for the Oyster Creek Nuclear Generating Station. to the component configuration, portions of the code required examination volume could not be completely examined.

The curvature of the radius of the nozzle forging is such that ultrasonic scanning of the weld is interrupted due to loss of contact of the ultrasonic search unit. This limitation affects both transverse and parallel scanning of the code required examination volume.In addition to component configuration, certain weld examinations are further limited by reactor pressure vessel design obstructions such as reactor pressure vessel appurtenances, bio-shield opening limitations, Outer Diameter (OD) contours, and mirror insulation.

Examination coverage percentages are identified in Table R-44, and inspections were performed to the maximum extent practical for the given configuration.

The inspection results for the full penetration reactor vessel welds, nozzle to vessel welds, nozzle inside radius, and dissimilar metal welds in nozzles did not identify any unacceptable indications.

Oyster Creek Nuclear Generating Station requests relief from 100% volumetric examination of the full penetration reactor vessel welds, nozzle to vessel welds, nozzle inside radius and dissimilar metal welds in nozzles due to access limitations imposed by reactor pressure vessel design and/or component configuration.

6.0 PROPOSED

ALTERNATIVE AND BASIS FOR USE No alternate provisions are practical for the subject welds. Examinations were performed to the maximum extent practical with the best available methods at the time of the examination.

7.0 DURATION

OF PROPOSED ALTERNATIVE This relief is requested for the fourth 10-year ISI interval for Oyster Creek Nuclear Generating Station, which ended on January 14, 2013.

At Oyster Creek Nuclear Generating Station, qualified PDI ultrasonic examination techniques have been used as required.

There are no single sided examination procedures available for examination of austenitic piping welds and there are no qualified procedures for examination of cast materials; therefore, many welds may only be examined for 50% of the required examination volume. Other limitations are due to plant design/condition that would require changes to the plant installed condition to allow greater coverage.The inspection results for the limited weld examinations listed in Table R-45 did not identify any unacceptable indications.

6.0 PROPOSED

ALTERNATIVE AND BASIS FOR USE No alternate provisions are practical for the subject welds. Examinations were performed to the maximum extent practical with the best available methods at the time of the examination.

7.0 DURATION

OF PROPOSED ALTERNATIVE This relief is requested for the fourth 10-year ISI interval for the Oyster Creek Nuclear Generating Station, which ended on January 14, 2013.8.0 PRECEDENTS Similar relief requests have been approved for: 1) The Creek Nuclear Generating Station (OC-35), in U.S. Nuclear Regulatory Commission Safety Evaluation Report dated February 2, 2005.2) The Limerick Generating Station, Units 1 and 2 (Relief Request RR-35) in a U.S. Nuclear Regulatory Commission Safety Evaluation Report dated January 27, 2009.3) The Peach Bottom Atomic Power Station, Units 2 and 3 (Relief Request 13R-49) in a U.S.Nuclear Regulatory Commission Safety Evaluation Report dated August 27, 2010.
