The fourth 10-year ISi interval complied with the ASME Boiler and Pressure Vessel Code,Section XI, 1995 Edition with 1996 Addenda.

ATTACHMENT Response to Request for Additional Information Page 1 By letter dated January 7, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14028A579), as supplemented by letter dated November 14, 2014 (ADAMS Accession No. ML14321A044), Exelon Generation Company, LLC (Exelon or the licensee) submitted Requests for Relief R-44 and R-45 from the requirements of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI for Oyster Creek Nuclear Generating Station (Oyster Creek). The requests for relief apply to the fourth 10-year inservice inspection (ISi) interval, in which the licensee adopted the 1995 Edition through the 1996 Addenda of ASME Code Section XI as the code of record.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the Relief Requests R-44 and R-45, and has determined that a request for additional information (RAI) is needed to complete its technical review. The NRC staff's RAls are below.

Request:

1) The examination limitations for ASME Code,Section XI, Examination Category B-F, Item B5.11, weld NR02 4-565D, N1 D Recirc Outlet Nozzle-to-Safe End, is discussed in the licensee's RAI response dated November 14, 2014. Attachment A40 to the licensee's submittal dated January 7, 2014, contains a sketch of this weld. However, this sketch appears to be a drawing of a cladded nozzle "set-in" design weld rather than a nozzle-to-safe end weld. Please clarify this sketch or provide another sketch clearly indicating the Item B5.11 nozzle and the safe end components. Please include cross-sectional plots showing volumetric coverage obtained with specific volumetric coverages near the inner surface, using appropriate ultrasonic wave angles and modalities. These are typically the most highly stressed regions, exposed to operating environments where service degradation would be expected to occur, should it be manifested.

The photos provided in the original submittal in Attachments A30 and A40 for the Item B5.11 welds are indecipherable. Please provide replacement images that are clear or alternative information to clarify the limitations these photos were intended to represent.

Response: contains the Examination Summary Sheets for welds NR02 4-565D (A40 in the Reference 1 submittal) and NR02 2-567A (A30 in the Reference 1 submittal). No photos were provided in Attachment A30 of Reference 1; however, the Examination Summary Report is provided.

During the automated ultrasonic examination of weld number NR02 4-565D (N1 D), the "SMART 2000" system recorded no indications associated with IGSCC utilizing 45° -shear wave, 45° -Refracted Longitudinal wave, and 60° -Refracted Longitudinal wave search units.

This examination was performed utilizing procedure GE-UT-245, Version 1, due the presence of OD and ID deposited corrosion resistant cladding (CRC).

- The 45° -shear wave examinations were performed from both the upstream and downstream sides of the weld, and recorded inside surface geometry, beam redirect and non-relevant indications.

- The 45° -RL wave examinations were performed from both the l4>Slream and downstream sides of the weld, and recorded inside surface geometry, interface, shear component and norrrelevant indications.

- The 60° -RL wave examinations were performed from both the upstream and downstream sides of the weld, and recorded shear component and non-relevant indications.

Downstream examinations were limited due to the Nozzle to Safe-end configuration. All scans were limited due to incomplete machining of the CRC on the OD surface. Machining of the OD surface CRC stopped near the weld centerline, and left a step approximately 0.020" to.040" in height. Reference the photo on page #19.

This examination satisfies the requirements of ASME Section XI, 1995 Edition, 1996 Addenda, and GL 88-01.

This component was examined following the guidelines of the POI document titled "Guideline for Ultrasonic Examination of Corrosion Resistant Cladding (CRC)", #PDl-GL-002, ReviSion "B" Dated January 29, ~~ Ultrasonic examination coverage requirements of Procedure GE-UT-245 were not achieved due to the geometrical configuration of the component. Coverage calculations were performed using ASME Sec XI, Appendix VIII, Supplement 10 as a base qualification for the examinations. The examination requirements of Supplement 10 are more stringent than those of Appendix Ill. Approximately 70% of the full-volume cmerage was achieved in accordance with the requirements of Supplement

10.

A liquid penetrant examination was performed prior to the ultrasonic examinations, which resulted in no recordable indications.

Previous ultrasonic examination data, reports, and drawings were reviewed prior to this summary.

    Ultrasonic examination results were acceptable to the requirements of ASME B&PV Code Section XI. 1995 Edition with Addenda through Summer 1996, as modified by the PDI program description and the Federal Register. Part II, Nuclear Regulatory Commission. 10 CFR Part 50 for Category B-D Reactor Pressure Vessel (RPV) Assembly Welds.

    Nozzle to Shell Weld Manual transverse and parallel scans were performed from the OD surface in accordance with procedure GE-UT-300, using 60° Refracted Longitudinal (RU wave search units.

    Nozzle to Shell Weld - Manual parallel scans of the inner 15%T volume were performed from the OD surface in accordance with procedure GEH-UT-311 using model validated search units.

    Nozzle Inner Radius - Manual Zone 1 and Zone 2A scans were performed from the OD surface plate and OD Blend Radius surfaces in accordance with procedure GEH-UT-311 using model validated search units.

    Manual scanning was restricted by the nozzle configuration. proximity of the Nl3B nozzle, and nozzle window access limitations.

    No relevant indications were recorded.

    Achieved Coverage: Nozzle to Shell 28.1%, IRS= 44%.
