In Reference 1, Exelon Generation Company, LLC (EGC) requested an amendment to Renewed Facility Operating License No. DPR-16 for Oyster Creek Nuclear Generating Station (OCNGS). The proposed change revises the OCNGS Renewed Operating License Section 2.C, License Condition (5) to adopt BWRVIP-18, Revision 2-A, "BWR Vessel and Internals Project, BWR Core Spray Internals Inspection and Flaw Evaluation Guidelines."

In Reference 2, EGC requested relief from the current examination requirements of Containment Shell (Torus) performed in accordance with American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI "Rules for lnservice Inspection of Nuclear Power Plant Components", Subsection IWE. The proposed change requests a 16-month extension of the ASME Section XI examination for the torus visual inspections currently required to be performed in the OC1 R27 Refuel Outage (September 2018).

On February 2, 2018, EGC announced plans to permanently shutdown OCNGS and cease plant operations in October 2018 at the end of the current operating cycle. As a result of this decision, the requested license amendment and the requested relief request are no longer

February 15, 2018 U.S. Nuclear Regulatory Commission Page 2 necessary since these proposed changes are only needed to support operation beyond the current operating cycle, which will not occur. Therefore, EGG has elected to withdraw the proposed license amendment request (Reference 1), and the proposed relief request (Reference 2) for OCNGS.

In accordance with 10 CFR 50.91, "Notice for public comment; State consultation,"

paragraph (b), EGG is notifying the State of New Jersey of this withdrawal by transmitting a copy of this letter to the designated State Official.
