Dear Sir or Madam:

The purpose of this letter is to request removal of the Cooper Nuclear Station (CNS) Core Operating Limits Reports (COLR) for Cycles 28 and 29 from the public domain, as Global Nuclear Fuel (GNF) has determined that these documents contain GNF proprietary information.

These reports were previously submitted to the Nuclear Regulatory Commission (NRC) by References 1 and 2 above and were recorded in the Agencywide Documents Access and Management System (ADAMS), under ML12305A005 and ML14302A074, respectively.

In addition, the Cycle 29 COLR was also provided in Reference 3, which was recorded in ADAMS under ML1 5055A038.At the request of CNS, the NRC has removed the subject documents from the public domain.*This letter formally documents thatrequest and provides appropriate follow-up information.

Enclosures 1 and 3 contain Proprietary Information.

Upon separation from these Enclosures, the cover letter and the remainder of the document are decontrolled.

-Withhold Under 10CFR2.390 NLS201 5082 Page 2 of 3 Enclosed with this letter are revisions to the COLRs for Cycles 28 and 29 that appropriately identify the proprietary information.

Both a proprietary version and a non-proprietary version of each COLR is provided.

At the request of GNF, Nebraska Public Power District (NPPD)requests that the revisions in the public domain submitted by References 1 and 2 be removed and replaced with the non-proprietary versions in Enclosures 2 and 4. There are no technical changes from the previous revisions.

Reference 3 contained a proposed markup of the Cycle 29 COLR in Attachment 2, as well as a copy of the existing Section 6 of the COLR in Attachment

5. Both of these Attachments contain GNF proprietary information.

These documents were provided to the NRC in support of a License Amendment Request, which has since been approved.

Enclosures 5 and 6 provide replacement copies with GNF proprietary information removed. NPPD requests that Attachments 2 and 5 of Reference 3 be removed from the public domain and replaced with the non-proprietary copies in Enclosures 5 and 6.The enclosed documentation contains proprietary information as defined by 10 CFR 2.390.GNF, as the owner of the proprietary information, has executed an affidavit (Enclosure 7), which identifies that the enclosed proprietary information has been handled and classified as proprietary, is customarily held in confidence, and has been withheld from public disclosure.

The proprietary information was provided to CNS in a GNIF transmittal that is referenced in the affidavit.
