"Distribution Systems-Operating" Reference 1 : PG&E Letter DCL-15-091, "License Amendment Request 15-04, Exigent Revision to Technical Specification 3.8.9, 'Distribution Systems-Operating,"'

dated August 12, 2015 Dear Commissioners and Staff: On August 12, 2015, Pacific Gas and Electric Company (PG&E) requested approval (Reference

1) of a proposed license amendment request (LAR) to revise Technical Specification (TS) 3.8.9, "Distribution Systems-Operating." The proposed change requested revision of TS 3.8.9, Condition 8, Required Action 8.1 Completion Time from 2 hours2.314815e-5 days
5.555556e-4 hours
3.306878e-6 weeks
7.61e-7 months
to 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
to support replacing electronic style inverter output breakers online. The LAR requested exigent review by the NRC. Subsequent discussions with the NRC Project Manager for Diablo Canyon Power Plant identified that the justification for an exigent review was not supported, but the review could continue on a routine basis. Because PG&E plans to replace the subject Unit 1 breakers during the upcoming Unit 1 Refueling Outage Nineteen scheduled for October 2015, and the next Unit 2 outage is scheduled sooner than the anticipated review schedule (May 2016), PG&E hereby withdraws License Amendment Request 15-04 submitted in Reference
1. PG&E makes no regulatory commitments (as defined by NEI 99-04) in this letter. This letter includes no revisions to existing regulatory commitments.
