DPR-32 DPR-37 AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNIT NO. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an amendment, in the form of changes to the Technical Specifications, to Operating Licenses DPR-32 and DPR-37 for the Surry Power Station, Unit No. 1 and 2. The proposed changes are enclosed.

The proposed changes are to (i) add the specification regarding the working hours of unit staff performing safety-related functions, to comply with the requirements of the NRC letter dated September 20, 1982 regarding NUREG-0737 Technical Specifications (Generic Letter No. 82-16); (ii) revise the audit frequency of the Station Emergency Plan to 12 months to comply with the NUREG-0654 and 10 CFR 50.54(t); (iii) revise the audit frequency of the Station Security Plan to 12 months to comply with the requirements of 10 CFR 73.40(d) as per the NRC letter dated October 30, 1982 (Generic Letter No. 82-23). The requested change has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control Staff. It has been determined that this request does not involve an unreviewed safety question.

We have evaluated this request in accordance with the criteria in 10 CFR 170. 22 and it has been determined that a class II license amendment fee is required.
