VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGES Serial No. NO/ETS:acm Docket Nos. License Nos. 85-229A 50-280 50-281 DPR-32 DPR-37 VEPCO letter, Serial 85-229, dated April 12, 1985, submitted a request for amendment, in the form of changes to the Technical Specifications to Operating License Nos. DPR-32 and DPR-37 for the Surry Power Station Units No. 1 and 2. The proposed Technical Specification changes are to revise the Limiting Condition for Operation (LCD) and surveillance requirements for the .,:.sr,;~,,,.;,z;,,re:*actor trip bypass breakers, undervol tage trip logic and shunt trip logic. These proposed changes are in accordance with Items 10 and 13 of the NRC review of Item 4.3 of Generic Letter 83-28, dated November 15, 1984. This submittal modifies the change request to include the subsequent NRC staff guidance provided in Generic Letter 85-09, "Technical Specifications for Generic Letter 83-28, Item 4. 3," for the L,imiting Condition of Operation and surveillance requirements for the reactor trip and bypass breakers, the undervoltage and shut trip logic and the manual scram switches.

The supplemental proposed changes to the Technical Specifications for Unit 1 and 2 are included as Enclosure

1. The safety evaluation is included in Enclosure

2. The proposed changes and the safety evaluation have been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff. It has been determined that this submittal request does not pose a significant
