The commitments are as follows: 1. PSE&G will continue to operate on the established 12-hour schedule.

Transition to an 8-hour shift schedule at this time would disrupt the current outage schedule by limiting the Operations Department manpower available to augment outage support. Salem Unit 2 will not enter Startup (Mode 2) until this issue is satisfactorily resolved with the NRC. 2. A Request for Change to Facility Operating Licensee and Technical Specifications (LCR S96-ll) will be *submitted by August 23, 1996. 3. A review of the Salem Unit 2 Operating License Conditions will be completed to determine if there are similar concerns to those identified in this report. This review is expected to be completed by September 16, 1996. Additional concerns identified as a result of this review, if any, will be reported in accordance with the Salem Unit 2 Operating License requirements.

-Pressurized Water Reactor CONDITIONS PRIOR TO OCCURRENCE At the time of identification Salem Unit 2 was shutdown and defueled.

DESCRIPTION OF OCCURRENCE On August 8, 1996 a review of the Salem Unit 2 Operating License requirements determined that the current shift schedules deviates from License Condition 2.C(24) (a). This License Condition addresses the shift manning for licensed operators and states "PSE&G shall establish regularly scheduled eight-hour shifts without reliance on routine use of overtime by June 3, 1981." The current schedule is 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> shifts. The Salem Unit 1 License does not contain a similar condition.

The License Condition was met effective June 3, 1981 by implementing eight hour shifts. In 1992, Salem Units 1 and 2 transitioned to 12-hour operating shifts. While the benefits of this transition were reviewed with the NRC at the time, PSE&G did not pursue* a License Amendment.

PSE&G has been in substantial compliance with the intent of the License Condition while operating on a 12-hour shift. Shift rotation is based on a two week average of 80 hours9.259259e-4 days <br />0.0222 hours <br />1.322751e-4 weeks <br />3.044e-5 months <br /> of scheduled work. The schedule is a four shift rotation which allows for the required requalification training of Operations personnel.

Use of overtime is controlled within the Nuclear Business Unit Procedures and is consistent with Generic Letter 82-12 guidance.

Salem Units 1 and 2 are currently shutdown and defueled.

PSE&G will continue to operate on the established 12-hour schedule.

Transition to a different shift rotation at this time would disrupt the current outage schedule by limiting the Operations Department manpower available to augment outage support. 12-hour operating shifts provide for a reduced number of turnovers which allows for better communications and continuity.

The current 12-hour shift schedule has enjoyed a high-degree of acceptance among shift personnel, both workers and supervision alike. On the 12-hour shift schedule, personnel receive more consecutive time off, therefore, they are more rested when returning to work. There is less changing of shifts and therefore, personnel have sufficient time to adjust to the changes. NRC FORM 366A (4-95)

PRIOR SIMILAR OCCURRENCES In the past two years there have not been any deviations of License Conditions reported at Salem Unit 1 or 2. SAFETY CONSEQUENCES AND IMPLICATIONS There were no safety consequences or implications with this occurrence.

The 12-hour operating shifts provide for a reduced number of turnovers which allows for better communications and continuity.

On the 12-hour shift schedule, personnel receive more consecutive time off, therefore, they are more rested when returning to work. Public health and safety were not affected.

CORRECTIVE ACTIONS 1. PSE&G will continue to operate on the established 12-hour schedule.
