DAVIS-BESSE NUCLEAR POWER STATIONNOTIFICATION OF NRC INSPECTION AND REQUEST FOR INFORMATION

Dear Mr. Bezilla:

On July 9, 2007, the NRC will begin inspection of refueling and other outage activities(NRC Inspection Procedure 71111.20) prior to the 2007 refueling outage scheduled for the Davis-Besse Nuclear Power Station. Specifically, this inspection will review applicable designand licensing bases, engineering design and analysis, procedures and surveillances associatedwith the reactor vessel head removal and installation, during refueling outages including: (1) polar crane preventative maintenance, inspections and testing; (2) reactor vessel head rigging equipment; (3) reactor vessel head drop analysis; and (4) reactor vessel head safe load paths.

This inspection will focus on the impact of load handling activities on the reactor core, and its cooling and plant support systems. This inspection will also utilize NRC Inspection Procedure (IP) 71007. The on-site inspection is scheduled to take place on July 9 through 13, 2007, and July 23 through 27, 2007.Experience has shown that inspection of these activities is resource intensive both for the NRCinspector and licensee staff. In order to minimize the inspection impact to the site and to ensure a productive inspection for both parties, we have enclosed a request for information needed for the inspection. This information should be available on-site by July 9, 2007, (on-site week). It is important that all of these documents are up to date and complete in order to minimize the number of additional documents requested during the preparation and/or the on-site portions of the inspection. We have discussed the schedule for these inspection activities with your staff and understandthat our regulatory contact for this inspection will be Mr. G. Wolfe, of your organization.
