Scheduling of Initial Operator Licensing Examinations

Dear Mr. Lanksbury:

This letter is submitted to provide written notification of the FirstEnergy Nuclear Operating Company's (FENOC) intention of rescheduling the 2003 Initial Licensing Examination for the Davis-Besse Nuclear Power Station (DBNPS).

On December 20,2002, FENOC requested a postponement of the 2003 Initial License Examination originally scheduled for the weeks of June 16 and June 23,2003, in order to support the restart effort at the DBNPS (reference DBNPS Serial 1.1297). As discussed on January 23, 2003, with Mr. Michael E. Bielby, NRC Region 111, and Mr. Don L. Bondy, a member of my staff, the earliest available examination date that the NRC will be able to support after October 2003, is in February 2004. Therefore, FENOC requests that the postponed 2003 Initial License Examination be rescheduled for the weeks of February 2 and February 9,2004.

Also attached is NRC Form 536, Operator Licensing Examination Data, which provides the estimated number of applicants that will be administered Operator Licensing Examinations (through calendar year 2006) and Generic Fundamentals Examinations (through calendar ycar 2004). Please confirm that these dates are available and acceptable.

Dear Mr. Myers:

In a letter dated February 19, 2003, (Serial 1-1302) your staff requested we schedule an initial license operator examination in February 2004, and a second examination in October 2004. In a subsequent telephone conversation on June 19,2003, between Mr. S. Martin. Davis Besse Senior Nuclear Instructor. the first scheduled to occur during the weeks of February 23,2004 examination was tentatively scheduled to occur during the weeks ot-ebruary 7, 2005 and February 14, 2005. On-site validation of the examination will occur at the station approximately 3 weeks before the examination administration. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

As stated in your letter, your instructors will develop the examination. Mr. Martin indicated that you are training approximately 10 candidates for the first examination and 18 candidates for the second examination. Please inform us if the number of candidates declines below 10 as this will impact the examination schedule. Mr. Martin confirmed that the week of October 25, 2004, scheduled for the biennial requalification program inspection (IP 71111. I 1B), was still within the anticipated requalification examination administration cycle. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for either the initial license examinations or the requalification training program examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. M Bielby of my staff at 630-829-9762.

In a subsequent letter dated January 9, 2004, (Serial 3-010) the dates for the examinations were changed. The initial license examination requested for February 2004 was changed to May 2004, and the examination requested for October 2004 was changed to July 2005. The examination requested for May 2004 will be administered during the week of May 3, 2004, and is currently being prepared by Davis-Besse Training Department personnel. The examination requested for July 15, 2005, has been scheduled for the week of July 18, 2005. Since the number of applicants participating in this examination exceeds 10, the week of July 25, 2005, was added to the examination schedule. These dates were confirmed during a telephone conversation on February 19, 2004, between Mr. D. McNeil of my staff and Mr. M.Trump, Davis-Besse Station Training Manager. Your letter also requested examinations be scheduled during the months of August 2006 and August 2007. These examinations will be scheduled as we approach those dates. On-site validation of the examinations will occur at the station approximately 3 weeks before examination administration. In the unlikely event that we are unable to support any of the examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

Dear Mr. Lanksbury:

This letter requests a change of the 2005 initial examination date from the week of February 7, 2005, to July 2005 for the Davis-Besse Nuclear Power Station (DBNPS) as discussed in a recent phone conversation between Mark Trump, a member of my staff, and yourself. We understand that the Nuclear Regulatory Commission is already at its capacity for the examination schedule and therefore, the availability of the July date is contingent on cancellation of an examination by another facility. If the July dates are unavailable, we request an April 2005 examination date.

By this letter, we relinquish the February 2005 examination date for the DBNPS.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-I021 , "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by April 18, 2005. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by May 31, 2005. Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations (IO CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials. may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-I021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),

If the applications are not received at least 30 days before the examination date, a postponement may be necessary. The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Mark A. Trump, Training Manager. Note that any examination waivers have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, during the week of July 18, 2005, or the week of July 25, 2005.
