SHINE Medical Technologies, Inc. Application for Construction Permit Description of the SHINE Process for Preparing Consolidated Liquid Waste Streams for Disposal as Class A Waste Pursuant to 10 CFR 50.30, SHINE Medical Technologies, Inc. (SHINE) submitted an application for a construction permit to construct a medical isotope facility to be located in Janesville, WI (References 1 and 2). SHINE determined that additional clarifying information could be provided, describing the SHINE process for preparing consolidated liquid waste streams for disposal as Class A waste at EnergySolutions.

Enclosure 1 provides a description of the SHINE process for preparing consolidated liquid waste streams for disposal as Class A waste. If you have any questions, please contact Mr. Jim Costedio, Licensing

Manager, at 608/210-1730.

I declare under the penalty of perjury that the foregoing is true and correct.

SHINE MEDICAL TECHNOLOGIES, INC. APPLICATION FOR CONSTRUCTION PERMIT DESCRIPTION OF THE SHINE PROCESS FOR PREPARING CONSOLIDATED LIQUID WASTE STREAMS FOR DISPOSAL AS CLASS A WASTE Consolidated waste streams at the SHINE facility consist of spent washes, rotary evaporate condensate, uranium extraction (UREX) raffinate, scrubber solution, decontamination waste, and spent eluate solution.

The UREX raffinate waste stream is Class B as generated, and is sent to the radioactive liquid waste tank, where it is consolidated with the other liquid waste streams described above. The consolidated waste stream is held-up for decay in the radioactive liquid waste tank

, then processed and solidifi ed.

Following solidification, the waste is temporarily stored on site for decay in the Waste Staging and Shipping Building in order to meet both Department of Transportation (DOT) and Class A waste limits

.

SHINE expects that the combination of the processes described above will lead to a final waste classification of Class A for the solidified aqueous waste stream, and will therefore be amenable for disposal as Class A waste at EnergySolutions
