Watson, CHP, Chief Reactor Decommissioning Branch Division of Decommissioning, Uranium Recovery and Waste Programs Office of Nuclear Material Safety and Safeguards FROM: Marlayna Vaaler, Project Manager /RA/ Reactor Decommissioning Branch Division of Decommissioning, Uranium Recovery and Waste Programs Office of Nuclear Material Safety and Safeguards LICENSEE: Dairyland Power Cooperative and LaCrosseSolutions, LLC FACILITY: La Crosse Boiling Water Reactor
SUBJECT:
SUMMARY OF THE OCTOBER 20, 2016, PUBLIC MEETING WITH DAIRYLAND POWER COOPERATIVE AND LA CROSSE SOLUTIONS REGARDING A REVISION TO THE LICENSE TERMINATION PLAN FOR THE LA CROSSE BOILING WATER REACTOR Background On October 20, 2016, a Category 1 public meeting was held between U.S. Nuclear Regulatory Commission (NRC) staff and representatives of LaCrosseSolutions, LLC (LS, the licensee) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss LS's plans and schedule regarding an update to the License Termination Plan (LTP) for the La Crosse Boiling Water Reactor (LACBWR) in Genoa, Wisconsin, as well as the NRC's ongoing review of the original submittal. The meeting notice dated October 14, 2016, can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML16288A164. A list of attendees is provided in Enclosure 1.
Meeting On October 20, 2016, the NRC staff held a public meeting with LS to discuss the plans and schedule for providing a substantial update to the LTP for LACBWR, which would allow for the completion of decommissioning activities and termination of Facility Operating License DPR-45 for the LACBWR facility. The original LACBWR LTP was submitted on June 27, 2016, and is available at ADAMS Accession No. ML16200A095. Representatives from LS gave a presentation on the revised LTP and how the changes impact the overall LACBWR decommissioning strategy and timeline. This presentation is provided as Enclosure 2 and can be found in ADAMS at Accession No. ML16301A032. At the end of the meeting, members of the public and interested stakeholders were invited to ask questions, provide feedback, and make comments on the revised LACBWR LTP.
During the meeting, LS discussed the history of the original LACBWR LTP, the license termination activities completed to date, the current LACBWR decommissioning process, and the remaining decommissioning activities and how they will be addressed during implementation of the revised LTP. LS also provided a summary of the overall changes that will be made to the revised LTP, including modifications to revise terminology and reviewability for conformity with NRC guidance documents, as well as additional technical approach and clarity changes that were discussed on a chapter by chapter basis.
The NRC staff noted that the revised LTP approach and use of the applicable NRC guidance documents to the extent practical represents an enhancement to the original LACBWR LTP.
No Public Meeting Feedback forms were received.
