BACKGROUND INFORMATION RELATED TO THE MAY 27,1999, PUBLIC MEETING EETWEEN COMMONWEALTH EDISON (COMED) AND THE NRC RELATED TO A FOTENTIAL CHILLING EFFECT CONCERN AND THE USE OF OVERTIME WITHIN THE l OPERATIONS DEPARTMENT AT THE BYRON NUCLEAR POWER PLANT.
