SUBJECT: NORTH ANNA POWER STATION - NRC INITIAL RETAKE EXAMINATION
REPORT 05000338/2006302 AND 0500339/2006302
Dear Mr. Christian:
On November 14, 2006, a written retake examination was administered by members of your
staff to one employee of your company and on November 15, 2006, the Nuclear Regulatory
Commission (NRC) administered an administrative operating retake examination to one other
employee of your company. Both employees had reapplied for a license to operate the North
Anna Power Station.
At the conclusion of the examination, the examiner discussed the examination questions and
preliminary findings with those members of your staff identified in the enclosed report.
One Reactor Operator (RO) applicant passed the written retake examination, and one Senior
Reactor Operator (SRO) applicant passed the administrative operating retake examination.
There were no post examination comments submitted.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter
and its enclosure will be available electronically for public inspection in the NRC Public

SUMMARY OF FINDINGS
ER 05000338/2006302, 05000339/2006302; 11/14-15/2006; North Anna Power Station;
Licensed Operator Examinations.
The NRC examiner conducted operator licensing initial retake examinations in accordance with
the guidance in NUREG-1021, Revision 9, Operator Licensing Examination Standards for
Power Reactors. This examination implemented the operator licensing requirements of
10 CFR §55.41, §55.43, and §55.45.
Members of the North Anna Power Station training staff administered the Reactor Operator
(RO) retake written examination on November 14, 2006. The NRC administered the
administrative operating test retake to one Senior Reactor Operator (SRO) on November 15,
2006. The written retake examination outline was developed by the NRC. The RO retake
written examination and the outline and SRO administrative operating test were developed by
the North Anna Power Station training staff.
One RO passed the written examination and one SRO passed the administrative operating test.
Each applicant was issued an operator license commensurate with the level of examination
administered.
There were no post examination comments.
No findings of significance were identified.

4. OTHER ACTIVITIES
4OA5 Operator Licensing Initial Examinations
a. Inspection Scope
The NRC developed the written examination outline and the licensee developed the
written examination, the administrative operating test outline, and administrative
operating test in accordance with NUREG-1021, Operator Licensing Examination
Standards for Power Reactors, Revision 9. The NRC and licensees examination team
reviewed the proposed examinations. Examination changes agreed upon between the
NRC and the licensee were made according to NUREG-1021 and incorporated into the
final version of the examination materials.
The examiner reviewed the licensees examination security measures while preparing
and administering the examinations to ensure examination security and integrity
complied with 10 CFR 55.49, Integrity of examinations and tests.
The examiner evaluated one Reactor Operator RO and one SRO applicants who were
being assessed under the guidelines specified in NUREG-1021. Members of the North
Anna Power Station training staff administered the written examination on November 14,
2006. The NRC examiner administered the administrative operating test November 15,
2006. The evaluations of the applicants and review of documentation were performed
to determine if the applicants, who applied for licenses to operate the North Anna Power
Station, met the requirements specified in 10 CFR 55, Operators Licenses.
b. Findings
No findings of significance were identified.
The NRC determined that the details provided by the licensee for the administrative
operating test were within the range of acceptability expected for a proposed
examination.
One RO passed the retake written examination and one SRO passed the administrative
operating test.
The RO written examination, with knowledge and abilities (K/As), question
references/answers and examination references, may be accessed in the ADAMS

Copies of all individual examination reports were sent to the facility Training Manager for
evaluation and determination of appropriate remedial training.
