THREE MILE ISLAND UNIT NO. 1 - ELECTRONIC TRANSMISSION, DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING THE RELOCATION OF THE REFUEL AND SPENT FUEL POOL RADIATION MONITORS FROM THE TECHNICAL SPECIFICATIONS TO LICENSEE CONTROLLED DOCUMENTS (TAC NO. MD3783)

The attached draft request for additional information (RAI) was transmitted by electronic transmission on June 7, 2007, to Mr. David Distel, at AmerGen Energy Company, LLC (AmerGen). This draft RAI was transmitted to facilitate the technical review being conducted by the Nuclear Regulatory Commission (NRC) staff in order to clarify one item in the licensees submittal. The draft RAI is related to AmerGens submittal dated December 12, 2006, regarding Three Mile Island, Unit 1, relocation of reference to fuel handling area radiation monitors from the facility Technical Specifications to licensee controlled documents. The draft question was sent to ensure that it was understandable, the regulatory basis for the question was clear, and to determine if the information was previously docketed. Additionally, review of the draft RAI would allow AmerGen to determine and agree upon a schedule to respond to the RAI. This memorandum and the attachment do not represent an NRC staff position.

DRAFT REQUEST FOR ADDITIONAL INFORMATION RELOCATION OF TS REQUIREMENTS FOR REFUEL AND SFP AREA RADIATION MONITORS TECHNICAL SPECIFICATION AMENDMENT REQUEST TAC NO. MD3783 DOCKET NO. 50-289 By letter dated December 12, 2006 (Agencywide Documents Access and Management System Accession No. ML063540168), AmerGen Energy Company, LLC (the licensee) submitted a license amendment request (LAR) regarding Three Mile Island Unit 1 Technical Specifications (TS). The proposed amendment would relocate the operability requirements for the refueling and spent fuel pool area radiation monitors from the TS to licensee controlled documents.

Based on the review of the information provided by the licensee, the staff has the following additional question.

1. Describe how the proposed change will continue to meet the monitoring requirements of 10CFR20.1501 (a)(2), "reasonable under the circumstances to evaluate...the magnitude and extent of radiation levels... and the potential radiological hazards."
