THREE MILE ISLAND, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION REGARDING THE RELOCATION OF REFUEL AND SPENT FUEL POOL AREA RADIATION MONITORS TECHNICAL SPECIFICATION AMENDMENT (TAC NO. MD3783)
Dear Mr. Crane:
By letter dated December 12, 2006 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML003540168), and supplemented by letter dated May 31, 2007 (ADAMS Accession Number ML071520229) AmerGen Energy Company, LLC submitted a license amendment request (LAR) regarding the relocation of the reactor building refueling area and spent fuel storage area radiation monitor operability requirements from the Three Mile Island, Unit 1, Technical Specifications to the Updated Final Safety Analysis Report and plant procedures.
The NRC staff has reviewed the information provided in the LAR and has identified the enclosed request for additional information (RAI). This RAI was also emailed to Mr. David Distel of your staff on June 7, 2007. The draft question was sent to ensure that it was understandable, the regulatory basis for the question was clear, and to determine if the information was previously docketed. During a subsequent telephone discussion with Mr. Distel on June 13, 2007, it was agreed that your response would be provided within 30 days of the date of this letter.

MD3783 DOCKET NO. 50-289 By letter dated December 12, 2006 (Agencywide Documents Access and Management System Accession No. ML063540168), AmerGen Energy Company, LLC (the licensee) submitted a license amendment request regarding Three Mile Island, Unit 1 Technical Specifications (TS).
The proposed amendment would relocate the operability requirements for the refueling and spent fuel pool area radiation monitors from the TS to licensee-controlled documents. Based on the review of the information provided by the licensee, the staff has the following additional question.
Describe how the proposed change will continue to meet the monitoring requirements of 10CFR20.1501 (a)(2), "... reasonable under the circumstances to evaluate... the magnitude and extent of radiation levels... and the potential radiological hazards."
