By letters dated August 20, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12234A484), and November 30, 2012 (ADAMS Accession No.
ML12339A071), FirstEnergy Nuclear Operating Company (the licensee) submitted information summarizing the results of the 2012 steam generator (SG) tube inspections at Davis-Besse Nuclear Power Station (DBNPS), Unit 1 during refueling outage 17. In addition to this report, the U.S. Nuclear Regulatory Commission staff summarized a conference call about the 2012 SG tube inspections at DBNPS in a letter dated July 16, 2012 (ADAMS Accession No.
ML12167A026).
The NRC staff has completed its review of the submittals pertaining to the DBNPS, Unit No. 1, SG inspections, and the associated review summary is enclosed. The NRC staff finds that the licensee has provided the information required by the technical specifications. In addition, the staff did not identify any technical issues that warrant follow-up action at this time. Based on these considerations, the subject TAC is being closed.

There are two Babcock and Wilcox once-through steam generators (OTSG), designated 1-B and 2-A, at DBNPS. Each SG has approximately 15,500 Alloy 600 tubes in the mill-annealed condition. The tubes have a nominal outside diameter of 0.625 inches and a nominal wall thickness of 0.037 inches. Both OTSG 1-B and 2-A contain tubes with sleeves and tubes with shop re-rolls.
The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions, e.g.,
tube plugging, taken in response to the inspection findings.
As a result of the review of the information provided by the licensee, the NRC staff has the following comments/observations:
- In a conference call with the NRC on May 9, 2013, the licensee confirmed that the equivalent plugging percentage in SG-2A is 937 tubes, and that all tubes in the 2012 inspections with detected indications attributed to corrosion were plugged during the 2012 outage.
- The 2012 inspections were the last scheduled inspections for these SGs, which are scheduled to be replaced in the spring of 2014.
ENCLOSURE
Based on a review of the information provided, the staff concludes that the licensee provided the information required by their technical specifications. In general, the SG tube inspections at DBNPS appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly-designed and operated units.
The NRC staffs review did not reveal any issues warranting follow-up action.
