Dear Mr. Caldwell:

On March 14, 2006, the FirstEnergy Nuclear Operating Company (FENOC) submitted the Operations Performance Assessment Plan for the year 2006 (letter Serial Number 1-1455) for an independent assessment at the Davis-Besse Nuclear Power Station (DBNPS). This assessment plan is in accordance with the Nuclear Regulatory Commission (NRC) letter, dated March 9, 2004, "Approval to Restart the Davis-Besse Nuclear Power Station, Closure of Confirmatory Action Letter, and Issuance of Confirmatory Order," which requires submittal of the identity of the external assessment organization, including the qualifications of the assessors, and the scope and depth of the assessment plan. The assessment is scheduled to commence on June 12,2006, with the onsite portion of the assessment lasting approximately two weeks.

Due to a recent issue that occurred at the Watts Bar Nuclear Power Plant after submittal of the assessment plan, Ms. Dana White, Watts Bar Operations Manager, is no longer able to participate as one of the industry peer assessors.

The assessment team lead and FENOC are attempting to find a replacement industry peer; however, results to date have not been successful. Therefore, the assessment will be conducted by the other team members, unless a replacement can he arranged.

There is no proposed change in the actual scope or schedule of the assessment plan, although the team may extend their daily working hours, as necessary, to ensure a thorough assessment is conducted.

The assessment team lead, as well as appropriate FENOC management personnel, believes there is sufficient knowledge and expertise to successfully complete the assessment without a replacement industry peer, This change in industry peer assessors was discussed with NRC Region Ill staffon June 8, 2006.
