No.91-8OFORIMMEDIATERELEASETel.301/415-8200(Friday,July12,1991)NRCAMENDSREGULATIONSFORFITNESS-FOR-DUTYFORLICENSEDOPERATORSTheNuclearRegulatoryCommissionisamendingitsregulationstospecifythattheconditionsanddrugtestingcutofflevelsestablishedundertheCommissionsfitness-for-dutyprogramsareapplicabletolicensedreactoroperatorsasconditionsoftheirlicenses.Theamendmentsprovideabasisfortakingenforcementactionsagainstlicensedoperatorswho:usedrugsoralcoholinmannerthatwouldexceedthecutofflevelscontainedinthefitness-for-dutyrule,aredeterminedbyafacilitymedicalreviewofficertobeundertheinfluenceofanyprescription

orover-the-counterdrugthatcouldadverselyaffecthisorherabilitytosafelyandcompetently

performlicensedduties,orwhosell,use,orpossessillegaldrugs.TheCommissionbelievesthattheamendmentswillensureasafeoperationalenvironmentfortheperformanceofalllicensedactivitiesbyprovidingaclearunderstandingtolicensed

operatorsoftheseverityofviolatingrequirementsgoverningdrugandalcoholuseandsubstance

abuse.TheamendmentstoParts2and55oftheCommissionsregulationswillbecomeeffectiveonAugust14,1991.
