No: 24-064 August 7, 2024 CONTACT: Scott Burnell, 301-415-8200 NRC Announces Opportunities to Request Hearings for Palisades Restart License Amendments, License Transfer The Nuclear Regulatory Commission has announced opportunities for the public to request hearings on two aspects of Holtec Internationals effort to return the Palisades Nuclear Plant to an operational status.

The first opportunity covers license amendment requests from Holtec, filed between December 2023 and May 2024, that would restore aspects of the Palisades license to those required for an operating reactor. The filing deadline for this hearing opportunity is Oct. 7.

The second opportunity covers a Dec. 6, 2023, request to transfer the Palisades license from Holtec Decommissioning International to Palisades Energy LLC. The filing deadline for the transfer hearing opportunity is Aug. 27.

The NRC is providing separate hearing opportunities due to the separate agency processes for considering the requests. Both notices describe the relevant process for seeking access to protected information.

The NRC staff has determined that the requests contain sufficient information for the agency to formally docket them and conduct the required technical reviews. Docketing the requests is not an indication of whether the NRC will approve the license amendments or transfer.

Palisades permanently ceased operations in May 2022. Starting in late 2023, Holtec filed several licensing requests that, if approved, could allow the plant to return to operational status.
