The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on June 30, 2011, to discuss and clarify the following responses to requests for additional information (RAIs) concerning the Davis-Besse Nuclear Power Station license renewal application (LRA).
Response to RAI B.2.31-1 Discussion: 
The staff stated that the applicant's RAI response letter dated May 24, 2011, included a change
to the One-Time Inspection (OTI) Program to add management of cracking of copper alloy components exposed to raw water. Initially, the applicant had proposed using the Open-Cycle Cooling Water Program to manage aging for these components. When the staff questioned what inspection method would be used, the applicant responded by changing the aging management program (AMP) to the OTI Program and revised the LRA. The staff stated that this new approach to manage aging for components exposed to a non-consistent environment, such as raw water, using the OTI Program is not consistent with existing staff guidance.
The applicant stated that for RAI response B.2.31-1, Table 3.3.2-1, row 99, it will resubmit its response to change this item from an OTI and assign the Inspection of Internal Surfaces Program. FENOC stated that an extent-of-condition review identified that RAI B.2.18-1, Table 3.3.2-14, Rows 77, 85, 88, 100, 131, also need to be changed.
Action: It was mutually agreed that the the applicant's responses to RAIs B.2.31-1 and B.2.18-1 will be resubmitted to the staff in the upcoming July 20, 2011, RAI response letter.
Elastomers Discussion:
The staff stated that, according to Generic Aging Lessons Learned (GALL) Report AMP XI.M38, for flexible materials to be considered acceptable, the inspection results should indicate that the flexible polymer material is in "as new" condition (e.g., the hardness, flexibility, physical dimensions, and color of the material are unchanged from when the material was new).
The applicant stated that the term "as new" posed several questions; mainly the term "as new" cannot be quantified or measured nor can it be described or explained in company procedures. The applicant then restated the current acceptance criteria for elastomer inspections. This item was tabled by the NRC, and there are no actions due. 
Response to RAIs 3.3.2.2.3.3-1 and 3.3.2.71-2
Discussion: 
The staff stated that in response to RAIs 3.3.2.2.3.3-1 and 3.3.2.71-2, the applicant is committing to use the plant-specific Inspection of Internal Surfaces in Miscellaneous Piping and Ducting Program to manage cracking due to stress-corrosion cracking of stainless steel diesel engine exhaust piping, piping components, and piping elements exposed to diesel exhaust.
The staff noted that the applicant's proposed AMP relies on opportunistic inspections. The staff stated that the key issue is inspection frequency. The staff also stated that the equivalent AMP (XI.M38) in the GALL Report, Revision 2, does not specify an inspection frequency, instead, recommends a plant-specific inspection frequency based upon operation.
This item was tabled by the staff, and there are no actions due.
The staff also mentioned that in the applicant's June 3, 2011 response (L-11-166,) a question may arise concerning the "consumable" status of the letdown heat exchangers.
There was no further discussion and the call was concluded.
