t.nclosed for your infonnation is a copy of the Commission's " Rules of Practice",10 CFR Part 2 which describes the. procedures whereby persons who have an interest in the matter asy participate in public hearings held by the Atomic Energy Ca-iaston. Hwever, in ,e view of the nature of the questions posed in year letter I feel

. - that I should point out that the Commission's ,*aridetion is limited by the Atomic Energy Act of 1954 to quktions of. public health and safety and the casamon defanae and security. Local h 1

zoning, the esthetics and economics of s proposed site are matters more properly within local and state jurisdiction. They are not within the purview of the Atomic Energy Commission. Consequently -
