APPLICATION FOR OEND ENT OF OPERATING LICENSE Pursuant to Section 50 90 of the regulations of the U. S. Nuclear Regulatory Cc= mission ("the Cc= mission"), Omaha Public Power District

("the District"), holder of Facility Operating License No. DPR h0, here-with requests that Sections 2.19 and 3.15 of the Technical Specifications set forth in Appendix A to that License be amended to specify requirements for the cperation and surveillance of fire suppression systems scheduled to be installed at the Fort Calhoun Station in Deceuber,1979 The proposed changes in Technical Specifications are set forth in Attachment A to this Applicatien. A discussicn, whica demonstrates that the proposed changes do not involve significant hazards considerations ,

is appended in Attachment 3. The District has been informed by the Con =ission's Staff that the preposed Amendment does not require a fee, within the meaning of Section 170.22 of the regulations of the Nuclear Regulatory Con =ission. Tae proposed changes in specifications would not authorice any change in the types or any increase in the amounts of effluents or ar./ change in the authorized power level of the facility.

(3) The provisions set forth in Section 2.19(2) do not apply to time periods during which Centain=ent Integrated leak Rate Tests are being performed.

(h) Fire suppression water system shall be operable, except during system testing, jockey pu=p maintenance or training (not to exceed 7 consecutive days) with both fire pu=ps , each with a minimum capacity of 1800 gpm, with their discharge aligned to the fire suppression header and automatic initiation logic for each fire pump.

a. With less than the above required equipment:

(i) restore the incperable equipment to operable status within 7 days.

(ii) if equiptent is not restored to operable status within 7 days, prepara and submit a report to the Iluelear Regulatory Commission, pursuant to Section 5 9 3.1 of the Technical Specifications, within the next 30 days , outlining the plans and procedures to be used to provide for the loss of the system and the cause of the mal-function.

b. With no fire suppression water system cperable:

a-(i) establish a backup fire suppression water sys-tem within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. _

(ii) notify the Iluelear Regulatory Co==ission, pur-suant to Section 5.9 2.a of the Technical Specifications, outlining the cause of the =al-function, the actions taken, and the plans and schedule for restoring the system to operable status.

(iii) If (i) above cannot be fulfilled, place reactor in Hot Standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in Cold Shutdevn within the folleving thirty (30) hours.

(5) The sprinkler system in the Diesel Generator Roces, the sprinklers above the steam driven auxiliary feedvater pump , and the deluge system in the personnel corridor between fire areas 6 and 20 shall be operable except during system testing. If inoperable:

a. Establish a continuous fire watch with backup fire ex-tinguishing equipment in the unprotected area within one hour, and _ , ,

a. At least once per 18 months:
1. By visual inspection of the spray / sprinkler headers to verify their integrity.

2. By visual inspection of each spray / sprinkler nozzle to verify no blockage.

b. At least once per 3 years by perr e-ing an air flow test through each open head spray / sprinkler header and verify-ing each open head spray / sprinkler nozzle is unobstructed.

(4) Each fire hose station designated in Table 2-8 shall be veri-fled to be operable:

a. At least once per conth by visual inspection of the station to assure all equipment is available and the system pres-sure (as determined at the jockey pump pressure gauge) is within limits.
b. At least once per 18 months by rencving the hose for in-spection and repacking and replacing all gaskets in the couplings that are degraded.
c. At least cnce per 3 years by:
1. Partially opening the hose station valves to ve rify valve operability and no blockage.
2. Conducting a hose hydrostatic test in accordance with :iFPA requirements.

(5) Penetration fire barriers shall be verified to be functional (intact) by a visual inspection:
