APPLICATION FOR AMENDMENT

'0F OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Re[Jiatory Commission ("the Commission"), Omaha Public Power District, holder of Faci'ity Operating License No- DPR-40, herewith requests that the Technical Specifications set forth in Appendix A to that License be amended to update the Technical Specifications to reflect administrative changes.

The proposed changes in Technical Specifications are provided in Attachment A to this Application. A Discussion, Justification and No Significant Hazards Consideration Analysis is appended in Attachment B, which supplements the Discussion, Justification and No Significant Hazards Consideration Analysis submitted by Application for Amendment dated November 20, 1996 (LIC-96-0183), demonstrates that the proposed changes do not involve significant hazards considerations. The proposed changes in specifications would not authorize any change in the types or any increase in the amounts of effluents that will be released, or a change in the authorized power level of the facility.

4 WHEREFORE, Applicant respectfully requests that Specifications 5.2, 5.5, 5.6, and 5.7 of the-Technical Specifications contained as Appendix A to the License be amended in the form attached hereto as Attachment A.
