By letter dated June 18, 2019 (Agencywide Document Access and Management System
[ADAMS] Accession No. ML19172A105) Centrus Energy Corp. (Centrus) requested the U.S.
Nuclear Regulatory Commission (NRC) to complete its review and approve Centrus Final Status Survey Report (FSSR) dated April 19, 2018 (ADAMS Accession No. ML18145A127), for the American Centrifuge Lead Cascade Facility (LCF). The FSSR documented the results of the radiological surveys Centrus had conducted after completing its decommissioning activities associated with the LCF. As part of this licensing action, the NRC staff also relied on information contained in Centrus LCF Decommissioning Plan (DP) dated January 5, 2018 (ADAMS Accession No. ML18025B285), which the NRC had approved on August 7, 2018 (ADAMS Accession No. ML18192B590).
In the June 18, 2019, letter, Centrus also requested NRC to cancel the financial assurance instruments associated with the LCF decommissioning program submitted to NRC by letter dated April 15, 2013 (ADAMS Accession No. ML131140304). Since Centrus wishes to retain the LCF license for programmatic purposes only, it has proposed that the following condition be added to its LCF license SNM-7003 No licensed material shall be received into the Lead Cascade without prior NRC approval.
The NRC staff has completed its review of the FSSR and has determined, based on (1) its review of the information provided in the FSSR and the DP, (2) its independent confirmatory survey conducted by the Oak Ridge Institute of Science and Engineering, and (3) the license condition provided above, that it has reasonable assurance Centrus has appropriately decommissioned the LCF in accordance with the requirements of Title 10 of The Code of Federal Regulations, (10 CFR) Part 20, Standards for Protection Against Radiation.

Wiehle                                      2 This determination provides the basis for the NRC to cancel Centrus decommissioning financial assurance instruments for the LCF. Enclosure 1 to this letter provides the NRC staffs Safety Evaluation Report documenting the review of Centrus submittals. Enclosures 2 and 3 provide redacted and complete versions of Amendment No. 16 of the LCFs license, which is effective immediately.
This completes our efforts on Enterprise Project Identifier L-2019-DF1-0002. In accordance with10 CFR 2.390 Public inspections, exemptions, requests for withholding, of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS. The ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.

By letter dated June 18, 2019 (Agencywide Document Access and Management System

[ADAMS] Accession No. ML19172A105) Centrus Energy Corp. (Centrus) requested the U.S.

Nuclear Regulatory Commission (NRC) to complete its review and approve Centrus Final Status Survey Report (FSSR) dated April 19, 2018 (ADAMS Accession No. ML18145A127), for the American Centrifuge Lead Cascade Facility (LCF). The FSSR documented the results of the radiological surveys Centrus had conducted after completing its decommissioning activities associated with the LCF. As part of this licensing action, the NRC staff also relied on information contained in Centrus LCF Decommissioning Plan (DP) dated January 5, 2018 (ADAMS Accession No. ML18025B285), which the NRC had approved on August 7, 2018 (ADAMS Accession No. ML18192B590).
